As from today, President Poroshenko is fired by democracy. I as a British subject by the powers invested in me by the grace of God declare to be President of Ukraine until a replacement is found.

I nominate Yulia Timoshenko to be Prime Minister, and she may choose a cabinet of each member of the party to have coalition talks and make decisions accordingly and in harmony


Verkhovna Rada to adopt the Declaration of Independence of the Autonomous Republic of Donbas to reunite with Ukraine. (Eastern Ukraine stretches from the north to the south including Mariupol)


To introduce legislation to declare Ukraine will not in any way start war with Russia or neighbouring countries starting from now. Ukraine will only defend itself if attacked by extremists


To recall all Ukrainian troops back to their barracks from their battle lines after laying down arms and weapons.


To give humanitarian aid as soon as possible.


To give protection for all Russians and Ukrainians wanting to use their own first language, culture and history.

To recognise Crimea's reunification with Russia.

To recognise Russians' and Ukrainians' needs to rebuild their lives in their homeland.

Human Rights

Kiev’s move to regress on its human rights obligations in eastern Ukraine does not waive its responsibility to guarantee the key rights in the country, including the right to life, a senior Russian diplomat Konstantin Dolgov said on today.

Russian Foreign Ministry’s commissioner for human rights has commented on Ukraine’s notification of the Secretary General Council of Europe that Kiev would derogate from the European Convention on Human Rights in Donbas, regarding the emergency situation in the country.

"No one waives Ukraine’s responsibility in the key human rights, first of all, the right to life," Dolgov stressed. "Exactly this right is violated by forces and Ukraine’s leadership who issue respective orders every day," he said.

The diplomat also stressed that the human rights situation in Ukraine is "catastrophic." "In this context, the suspension of respective obligations arouses special concerns and poses more serious questions for the Ukrainian leadership," he said.

In late May, Ukraine’s parliament adopted a statement on "Ukraine’s rescinding its commitments outlined in the Convention for the Protection of Human Rights and Fundamental Freedoms, the International Covenant on Civil and Political Rights and the European Social Charter."

The decree was passed by 249 votes in the parliament, 23 more than the minimum required.

An explanatory note to the document says that in view of Ukraine’s inability to protect human rights to the fullest extent on the territory of the military operation in Donbas and citing the need to repel Russia’s "aggression," Kiev has to temporarily rescind its commitments to upholding certain human rights.

Dolgov said this decision of the Kiev authorities is clearly an attempt to avoid responsibility.

"No one exonerates and will exonerate Ukraine from this responsibility [to protect human rights] and even if there is some suspension, in any case, this gives no right to Ukraine’s authorities to violate the respective commitments, fundamental principles and norms of international law," he said.

Congress of the Leaders of the World and Traditional religions


The United Nations (UN) organization needs to interfere to solve politically-motivated conflicts, in particular in Ukraine and Middle East, Metropolitan of Minsk and Zaslavl, who heads the Russian delegation, told TASS on Thursday at V Congress of Leaders of World and Traditional Religions.

The UN needs to use its capabilities to settle the situation in the Middle East, as one of its tasks is "assisting conflict resolution between countries," the Metropolitan said. "The worst thing is extermination of Christians in the Middle East, destruction of Christian monuments, cathedrals. The Russian Orthodox Church is doing everything possible in the Middle East now, but this is a very complicated issue, and the UN should also participate in this," he noted.

The religious leader stressed that though "terrorists use religious symbols and motives," they in fact pursue completely different aims. "There is no religion there, only 100-percent politics and financial component. Representatives of the so-called Islamic State use religious terminology, religious ideas, but in reality are far away from religion. All religions call on people to love God and love people," he added. Levers at the level of authorities and states are used not sufficiently enough to stop extremism in the Middle East, the Metropolitan noted.

Not all possible political measures are used for solving the crisis in the south-east of Ukraine as well, the religious leader said. "Ukraine is a wound for the Church, especially for the Orthodox Church, because a internecine war is underway there. But someone needs this war, someone benefits from it. When a civil war, internecine war is underway, it is compatible with religious wars that bring terrible consequences and great pain," he concluded.

Developing relations with the world.


Russian Prime Minister Dmitry Medvedev says Moscow is ready to develop relations with Baltic countries "on the basis of equality", noting, however, that states of the region were not eager to cooperate with Russia and gave it an "enemy image".

"I think that this [policies of the Baltic states] is just a standard method of political management in Baltic countries. In some places it manifests itself stronger and in others, weaker - very often it’s all subjective," Medvedev said.

Policies of the Baltic states "depended, in very large measure, on the personality of an individual leader", he said. "But we are ready to develop normal, full-fledged relations with all Baltic countries.

"Twenty-five years have been spent in vain, but it’s not our fault," Medvedev told the World Russian Press Congress.

"It would be wrong to say that we are pleased with such course of events," the premier said, answering the questions from the participants in the congress.

"Of course, we would like to have normal, productive, advanced relations with the Baltic countries, including with Estonia," he noted, adding that "there were no such relations since the former Soviet republics gained independence."

"While our country was able to establish such advanced, special, good relations with major European powers, which remain the same even during the sanctions period, unfortunately, this was not the case with the Baltic countries," the Russian premier said.

Medvedev added that "the reasons for that were obvious, they were political ones." "The simplest method of political management is to create the enemy image, it always works, in any country. The more you whip up tensions, the greater consolidation you have," he said. "If such a huge nation as Russians lives next door to you, if a nuclear power is located close to you, why not take advantage of the situation, especially amid some Soviet-era phobias that still exist?" Medvedev said.

In charge of Ukraine, I would help Russia develop new normal relations and resume dialogue with the Baltic States, Europe and the World, instilling cooperation, wisdom and understanding.

Russia has to know that Ukraine are looking after the Russians, and that it is acting in the interests of both Russians and Ukrainians. There has got to be a close partnership and equality.

Ongoing war

The Ukraine war is still ongoing and there is no real justification for it to continue while there is dialogue and talks with so many people. Russian and Ukrainian citizens of Ukraine are in real great pain with untold prolonged suffering. Ukraine has lost spirit and soul in politics, and there is no spirituality. Monasteries and Convents have either been demolished by bombs or Monks and Nuns have been driven out. We do not yet know how many churches are damaged or demolished. The Ukraine war speaks so many volumes of destruction, lost of lives and futility. Ukraine continues to violate the respective commitments, fundamental principles and norms of international law. Ukraine is hell bent on destroying, and committing hate crimes against Russian citizens of Ukraine. The Russian Consular Embassy in Kharkov has been vandalised which is despicable. There is so much hate in President Poroshenko, and the sad thing he will do nothing but let evil take hold over Ukraine.

Problem with NATO 

Russia have expressed concerns about NATO with foreign troops including Americans and Polish being present on the borders of Ukraine and encroaching on Russia's territory. NATO has no right to do so. Ukraine does not need foreign troops on the lookout, and I think it is jeopardising or disrupting the Minsk agreements. We do have Ukrainian army and voluntary battalions which are formed out of nationalists and neo-Nazis have been systematically violating the ceasefire regime for several months provoking the situation, and are responsible for the majority of civilian casualties. As long as the guns are firing, it will be extremely hard to talk about progress on other directions. Other than that, I find it extremely worrying that NATO's presence could be encouraging President Poroshenko to keep his troops fighting giving him a false sense of security. I think once NATO has been removed from the borders and out of Russia's territory. President Poroshenko would start to feel naked in the sense there is nothing to protect Ukraine, and his troops feeling vulnerable to keep fighting. In a sense troops will not be egged on directly or indirectly. NATO cannot really do anything anyway, so it may as well go home. We do need UN participation to help ease these problems and defuse tensions.

Ukraine and Russia relations

It is very important to diversify and have bilateral relations between Ukraine and Russia. Ukraine used to enjoy having full privileges of trading with Russia with cooperation, and good relations. There is always optimism about the future when there is cooperation between the two countries stating objectives of developing very positively and dynamically. There is certainly a potential of mutual cooperation in the economic sphere as well as political sphere, and with humanitarian cooperation. It is also very important for Ukraine to understand the Russia World, and reconcile Russian and Ukrainian citizens in Ukraine and Russia. The differences does not really overlap between Russia and Ukraine if cooperation is of a global effort and done in peace.

No peace without development

Ukraine has got deterioration of some aspects of human rights, a shrinking democratic space creating conditions for the rise in extremist ideologies in different forms like the Nationalists and Neo-Nazis etc. Curbing freedoms could ultimately foster a breeding ground for more extremist ideologies. This is concerning as we need sustainable development which must involve a deep respect for human rights and the strengthening of rule of law. 

Ban Ki Moon quoted as saying "There is no peace without development. No development without peace. And neither is possible without a respect for human rights". The Electoral Commission is responsible for granting permission to Right Wing Sector, Neo-Nazis and Communist Parties to take part in elections whether local or general. The same applies to Islamist State or any caliphates. The sooner we get rid of all these bad parties, development will take place to bring peace and harmony.

President Poroshenko has done nothing to bring peace to Ukraine, and should not be wearing his military uniform, and building fortification in Mariupol. He shows a very bad example not acting like a statesman. As he is a billionaire, I would not be suprised if he has been paying people to get elected, and become President through fraud.


As far as I am concerned Poroshenko is not a President being one of the unusual extremist, and this is where I have to step in as new President of Ukraine from the sidelines. While we have peace, we will have human rights, but we do not have it now.


Ukraine is more isolated than ever. The West have made a terrible mistake in relations with Russia and Ukraine, not using the entire potential of gained productive relations to achieve a political settlement for Ukraine which is possible on the basis of the Minsk agreements. The West should try and stop punishing or hinder Russia for the sake of a development and peace for Ukraine and bring reconciliation. It reflects badly on the West exposing their badness while trying to gain popularity in the States.

European sanctions

Russia has very much in common with Europe - culture, history, traditions, humanitarian and spiritual values. And contributed to economic, scientific, technical, financial and trading cooperation. Europe have spoiled relations with intending to keep sanctions towards the end of the year. 

That is preposterous and not justified. Russia did not seek confrontation with anyone. US and European partners used the events of the coup d'etat as pretext to provoke an aggravation of relations with Russia. It was a concerted and massive anti-Russian campaign which was unleashed and well rehearsed. They did not expect the way it turned out with Russian citizens of Ukraine having to fight to defend their own homeland.

Imposing sanctions narrows the opportunities for a dialogue which is extremely necessary in the current situation for enhancing security and stability in Europe and the world over. Mutual distrust can be dispelled only by having more contacts. Sanctions harm all and run against the basic principles democracy rests upon. Imposing sanctions will achieve nothing and some members of EU complained about loss of millions or billions of Euros as a result. That includes the European Union itself. Sanctions does not solve the problem of the ongoing Ukraine war.

Russia is very proud to take an active role in the events resulted in Crimea's reunification with Russia. If the sanctions are the price to pay for that, then so be it, as Russia is defiant to protect Crimea to the very end.

Russia received mandates from their voters and not the European bureaucrats. Russia's fundamental position is this they will not return to the Parliamentary Assembly's sessions as long as the notorious and unfair decision stays in effect. It contradicts the Charter of Europe which states in bold print that all members have equal rights, and nobody is in the position to infringe upon them.

In relation to Russia this principle has been abused. Russia was seeking compromise in earnest, and only heard of fine words, bombastic rhetoric about the principles of parliamentarism. They believed they can demonstrate commitment to high principle. Countries have got rights to do trade with Russia.

It does not make sense that Europe would force foreign people to leave Russia while other countries would not do that if it would affect the economy on the whole and affecting parts of the world.

US have flagrantly dictates its will to Europe. Europe should not be used as a puppet by US. Russia is confronted with the effects of policies by countries who have joined in agreeing the sanctions. European Union is dying a slow death because of the sanctions, and all for the reunification of Crimea. Reunification was needed for Crimea and Sevastopol to protect Crimeans from the Ukrainian war and prevent chaos by humanitarian cooperation.

It is not the proclaimed aim to impose sanctions. Russia will not leave the chosen path, and pressures on Russia will be futile. While Russia received sanctions, there have been military rhetoric aiming to provoke Russia by US and NATO which is unacceptable, useless and also ignored.

Russia is still optimist with or without sanctions, and believe in sour relations between Russia and the West will end, and common sense will prevail. We must not have enemies anywhere in the world, and no one can afford to make enemies.

Ukrainian political analysts predicted that Poroshenko is doomed to stay for only half a year. He does not know how to modernise or make new reforms. He is getting so very unpopular.

Future of Ukraine

There will be a new Bank of Ukraine governed by the President of Ukraine until a Governor is found. The key rate of interest could be as low as 5% as the economy is at almost zero points with borrowing from IMF and possibly European Union. The 5% interest will help boost market. I would not let banks have forex fixing as there will be no charges, and propose to have dual currency of Russia and Ukraine to prevent depreciation of the dual currency bringing with it equality. There will be quantitative easing to get the economy going and encourage economic growth. Debts will have to be paid off first. 

Citizens will all get 50 hyrvnias or more the equivalent of £50 a week to get started. Pensions cannot be paid, but pensioners will still get 50 hyrnias or more a week. They will get free homes preferably eco-homes. There will be free schools and new hospitals and walk in medical centres. These are the priorities. Ukraine citizens will have shelter before the winter comes, hopefully in permanent shelters. I expect all Ukraine and Russian citizens of Ukraine to rally around and help each other in the spirit of the community. And to use whatever skills they have to build a new village or town.

There is to be no more communist, neo nazis or socialist influence in Ukraine. Ukraine has got a messy past, going back centuries and I will make sure there will be no more war after we get peace. Ukrainians are free to choose their own language as a first language and Russians the same. It is the same having freedom to have their own culture and history. Verkhovna Rada cannot decide these.

As there are no english speaking people in Ukraine, there will be a interpreter, secretary and spokesperson in one,  to accompany the President at all times.

Ukraine wants to have different laws from Russia, and that is fine as long as there is common sense and justifiable. The President will go through all the useless and silly laws passed through parliament and tear them up for Verkhovna Rada to start again.

Foreign investors are welcome under the scrutiny of the President to avoid any land grabs and the Corporate Tax will be 12%.

This is all for now as priorities are needed  to be put in place.

Losing credibility  - IMF new cold war loan to Ukraine.

IMF and US backed privatisation plans for Ukraine which is a larger scale embezzlement. Ukraine main problem is that its debt is denominated in dollars and euros. Ukraine tried to raise the foreign exchange to repay IMF by selling natural resources headed by gas rights and agricultural land. Burisma, a Ukrainian oil and gas company registered in Cyprus by US has enough influence over Kiev politics to make prospective gas fracking lands a military objective and a land grab objective. Even before the Maidan events, the local population sought to prevent gas fracking, just as Germany and other European countries have opposed it. 

The link by Michael Hudson gives a full account of corruption and embezzlement. Poroshenko have flagrantly uses disobedience to legal sphere of Kiev's politics. He told a very big lie and was making a big excuse so he can default on Russia's loan due to be paid on June 22nd. 

Russia did not even know about the Association Agreement until I pointed it out a few months later. He lost credibility to be a legal successor after US manipulation of the coup d'etat and its dealings with US and IMF. 

Another embezzlement was that Poroshenko was spending IMF money on military conflict, which should have been used for the Ukrainian people and humanitarian needs. 

To make matters worse is that Jaresko from US is the Finance Minister, she is hopeless at finances. She said Ukraine recognises the $3bln debt owed to Russia which confirms it is not a bribe. We have enough evidence to oust Poroshenko and put him on trial stripping him of his presidency.

Arms race

President Putin have announced that he would add more than 40 new intercontinental ballistic missiles to its nuclear arsenal this year to show NATO is provoking a new arms race. The last few months NATO have been increasing arms and weaponry as well as lot more activity along the borders. President Putin have denounced a US plan to station tanks and heavy weapons in the NATO states on Russia's border as the most aggressive act since the cold war. The new intercontinental ballistic missiles are able to overcome even the most technically advanced anti-missile defence systems. Tensions have been high between Russia and US over a number of issues including proliferation and nonproliferation. Russia have warned that it will retaliate if US carries out the plan to store heavy military equipment in Eastern Europe including the Baltic States. It seems that Russia's colleagues are pushing it into what seems like an arm's race. Russia increasing arms and weapons is intended to warn NATO of its consequences sending a message to back off.

The new President of Ukraine will not apply to be a member of NATO, and will not tolerate its presence along the borders. In the foreseeable future, there will be no nuclear power plants, and no nuclear arms of any kind on Ukraine's soil.

OSCE could play greater role

I agree with Belarusian President Lukashenko that Organisation for Security and Cooperation in Europe (OSCE) could be more actively involved, and play a greater role in the process of normalisation of the situation in Ukraine. It is the only organisation that plays a significant role in resolving the conflict and stopping the hostilities. No one would like a conflict to escalate.

OSCE has said that "organisation was living through difficult times, adding that there was much less freedom of action".

We do need security architecture as well as security cooperation. This got me thinking that we do need restructuring of defence for Europe whether they be peacekeepers or not.

What I would like to see is that, if we strip the name of North Atlantic Treaty Organisation and not controlled by America but by OSCE for development to peace, and peace to development. It would be a great merger for OSCE.

Having this consolidation would greatly enhance OSCE, and help the work of getting rid of conflicts. Or countries can get together to form an independent security and cooperation organisation manned by OSCE helping them to play a greater role. This means OSCE would be able to work in dual partnership, and discuss strategies, safety and security of Europe. It could expand to all parts of the world.

It is extremely important that Ukrainian troops and the two Republics implement the Minsk Accords to achieve peace to give freedom to the people who wants to be free from the war.

Belarus is concerned with NATO’s deployment of additional military contingents near its borders, including those equipped with heavy weaponry.

Belarus believes the Collective Security Treaty Organization (CSTO), a post-Soviet security bloc, needs to strengthen its military component, the country’s Defense Minister Andrey Ravkov said in an interview with TASS on Wednesday.

The participation of Belarus in the organization "answers to national interests and contributes to strengthening and developing cooperation in the post military and military and technical spheres" with its member-states, the minister said.

"While prioritizing the political means of achieving the goals of strengthening peace, we believe it is necessary to further enhance, develop and improve the military component of the CSTO," Ravkov said.

Belarus is ready to further participate in upgrading the legal basis defining the strategic priorities of the organization’s activity in the sphere of ensuring collective security, forming and developing coalition and regional force groupings and also allied military systems and peacekeeping forces, he said.

According to Ravkov, the CSTO continues being transformed into a multifunctional security structure.

"The organization has gained an adequate potential of containing military threats and in our opinion, it has become a unique tool capable of ensuring stability and security in the zone of its responsibility," he said.

The Belarusian servicemen take part in all the training activities as part of the CSTO, and most recently during the rapid reaction force exercise in Tajikistan in May, he said.

The Collective Security Treaty Organization comprises Russia, Armenia, Belarus, Kazakhstan, Kyrgyzstan and Tajikistan.

Russia is not entering a new arms race but just trying to react to likely threats, Russian presidential aide Yuri Ushakov said Wednesday.

"Russia is not entering an arms race. It is trying to provide a response to possible threats somehow. No more than that," he said.

"We are not joining an arms race," he reiterated. "We are against arms races. Naturally, this weakens our opportunities in the economy."

CSTO is committed to peace at 100%, and it is aimed at achieving peace at 100%. 

With Poroshenko as a phantom president, I would be very happy for Ukraine to be part of CSTO as the country would be safer than US controlled NATO, and living with other neighbouring countries who are members of CSTO. This would give complete assurance to Baltic States who wants peace. Other countries should know by now that fighting a war will only weaken opportunities in the economy. And know that people are part of our lives, without people, there are no politics.

Nadezhda Savchenko

If I do get official status from the United Nations to be President of Ukraine. There is a real possibility to release Savchenko into the hands of appropriate Ukrainian authority to have her transferred to a prison in Ukraine. That is if she wishes.

It is not in the European Union jurisdiction to have Savchenko released, but I do see their point. I did ask Putin a few months ago, that was before I fully understood the gravity of what Savchenko has done. She has to be proven until guilty, and will still have to be in detention until September 30. It is a serious offence to kill Russian reporters to deviate from the truth. The punishment is higher for killing reporters than it is for other people.

It is not appropriate and is out of order to send a letter to Savchenko by the British government raising hopes too high. This is what was said  "During 12 months of incarceration you have shown immense courage and resilience," Lidington wrote. "The British government calls on Russia to live up to all of its international commitments and to its commitments under the Russian constitution and to release you immediately." It is not known that the letter is really authentic sent by the British government.

This is Savchenko's alleged crime and is suspected of complicity in the killing of two Russian TV reporters, Igor Kornelyuk and Anton Voloshin, near Lugansk in July 2014. Investigators say that during combat operations on the city outskirts last summer, Savchenko, who was a gunner for a Mil Mi-24 helicopter gunship, joined the Aidar volunteer battalion - a paramilitary group of Ukraine’s Interior Ministry - and reported the coordinates of the Russian TV team to the Ukrainian troops that opened mortar fire on Kornelyuk and Voloshin killing them.

Evidence presents that Savchenko is a pilot and a gunner, plane landed in Russia, belonged to Aidar Volunteer Battalion fighting against Russian and Ukrainian citizens of Ukraine.

Merkel and Greece

We have got this rigmarole over the European Union's fracas between Merkel and Greece. I can certainly predict Grexit. The Greek government have been tossed, turned and hanged upside down, bullied and getting harsh criticism from the European Union.

President Juncker have said that he feels sorry for the Greek people and not the Greek government which is uncalled for, and has no way of keeping good  relations with the Greek government.

No one should treat or speak like that to the Greek government who have inherited debts. It is not the fault of Syriza as it was not involved, and was right to pursue anti-austerity measures because the whole Greek Island have asked for it. Greece does have a right to exit Europe as it does not deserve bad treatment, and help it on the road to an Anti-austerity country. Greece does not deserve to be dictated to, and it is criminal for the European Union not to give Greece the rights to good standard of living, just well above poverty and not think of humanitarian needs.

I am shocked to hear that Germany is the biggest contributor to the EU's financial bailouts. This is not supposed to be the done thing, as the money was supposed to come out from a collective bailout fund from EU countries. That is Germany's mistake and deserves to lose their money.

Greece should not have been hit by the delivering of an unusually sharp rebuke from Merkel to the Greek government accusing it of failing to implement necessary structural reforms while insisting a last minute deal was still possible to keep it in the eurozone.

I say to European Union, "you do not deserve Greece if you treat Greece the way you have done".

The new Greek government cannot honor commitments that the old Greek government made to to its lenders including IMF who was responsible for  lending too heavily to Greece. This very hefty lending was not justified, and is understandable that Greece is still having trouble trying to catch up paying arrears while so broke.

I do not tolerate such very bad attitude from the European Union to Greece, and again Greece do not deserve it, and unless the European Union strive for good relations and better understanding in the economic and monetary union, self reliance and solidarity. Greece is better off out for good. Merkel's grand coalition is a total failure in its handling of the Greek crisis, and is endangering the euro and with that, european integration.

In spite of the Greek government inherited a financial mess from its social democrats and conservative predecessors, it has repaid a total of 7bn euros of debt to creditors. The Greek government is prepared to save, but just not there where you like them to do.

Glimpse of the future of Ukraine

World Leaders have joined in the chorus that Minsk Accords must be implemented. It takes two sides to make things work. Destabilisation is still continuing with no impression of it ever ending. It looks almost impossible to achieve anything with Poroshenko not listening or ever doing anything to have peace. It is a very grave humanitarian crisis. I am the only one who can be sincere, compassionate and give great effort to achieve peace while being political.. Ukraine is bad for international relations, the heart of instability. New state governance is needed with new reforms to bring sustainable growth, greater effectiveness of the economy, labour productivity and an influx of investment in a new united sovereign country. Once we have settlement, I can guarantee long term stability, and think of feasibility of free trade agreements. There is the aim of ridding old social economic challenges such as poverty and unemployment. Bringing with it scope for economic development. There is potential for creation of wealth benefits and economic might with the cooperation and integration with Russia and other countries. All countries around the world are global role players but not fully integrated into a world center not even by half. The International Community defend principles and fundamentals of International Law specified in the UN Charter internationally work towards expansion of freedom to creating the ideal economy making it more efficient, diversified and work towards import substitution. Quality of life will have improved to such an extent with normalisation. Ukraine could start safeguarding the interests of each country without causing harm to its partners by being realistic, pragmatic, professional, respect, courtesy and hope. And promote closer interaction between countries with a safety net of achieving common solution to create common economic and humanitarian space. Developing relations with countries, and have trade and economic ties. We cannot keep having difficult economic situations, and need political settlement to ongoing problems of the global security system. And we need to defuse situations, and not one country can impose decisions in the sphere on international security . As common goals can be shared improving ties. President Putin said "We are united against common threats like terrorism, spread of drug threat and a very likely and very dangerous tendency towards proliferation of weapons of mass destruction. This is a fight against very difficult infectious disease that affect the whole regions". Ukraine is an anti-state, anti-constitutional country with very high hyperinflation and armed seizure of power. Cooperation is only established and linked to global economy, energy, and other spheres when we make it so. Global center cannot be established with one country being absent, all countries have to integrate to make it a successful global center. Ukraine still have yet to carry out constitutional reform, decentralisation, adopt a law on elections and announce amnesty for economic revival. The suspension of the economy from the war has got to be lifted to give life to Ukraine.The Eurasian Union of which Ukraine is an observer is a new organisation of regional integration forming a new economic world with increased cooperation. I would like Ukraine to join and take part. It is an excellent starting point. We then can create a modern Ukraine. I condemn violations of International Law, international law on human rights and rights on refugees against children. Scale of violations affecting children within the framework of various armed conflicts dictates the need for particular attention to be looked after and with the help of UN agencies. I would like to create and make happen the world's best modern children villages  for orphans and lost children in large numbers from other countries to integrate and play together, and have a normal home life. These children needs to be educated that violence has no place in our lives, and help them remove any bad memories of the war. Without proper help, they will pass from generation to generation, seeds of conflicts, wars, sectarianism etc.

St Petersburg International Economic Forum

President Putin said yesterday in the St Petersburg International Economic Forum. " I didn't like the fact you speak about an aggressive character of our conduct. We are not displaying any aggressive conduct. Moscow has simply begun to defend its interests more persistently. We kept silent for quite some time, for decades actually and offered elements of cooperation of all kinds but pressure on us continued unabated until they drove to a line, which we can't step over. There is no engaging in rebuilding of the whole world. We must proceed from what we have at hand, treat each other respectfully, work together, and see common solutions to common problems. Russia doesn't aspire to hegemony of any kind or to the status of a superpower and we don't impose our standards or models of conduct on anyone. Moscow would like to have equitable relations with all members of the international community - the US, the EU, the Asian countries - and we'll build relations with them on the basis of equality and mutual respect. Moscow will defend the principles and fundamentals of international law specified in the UN Charter in the international arena. As regards the economy, we’ll be working towards expansion of freedom, towards making the economy more efficient and diversified and we’ll work towards import substitution - an objective we’ll spend more than 2.5 trillion rubles for. We’ll revive high-tech manufacturing spheres where we can and must be more competitive. Apart from ensuring our defense capability, this is needed to make the economy more sophisticated, to give it the prospects for development, and improve our people’s lifestyles and living standards."

World Order

There was a need for a superpower before United Nations was formed to create International Law and Policies. Which is why USA politicians declared itself the superpower, but it has gone to their heads, and abused their power. It was supposed to control and create the common good. USA mistakenly thought Russia wanted to be the superpower when Russia tried to take USA by storm with better politics.

United Nations is now the superpower 

The BRICS are emerging at a time when the future of the international system that arose in the immediate aftermath of World War II is increasingly being called into question. After two world wars, numerous civil wars, colonial oppression, and the horrors of the Holocaust and Hiroshima, the far-sighted statesmen of the time decided that liberal internationalism, based on the UN charter and allied institutions, was the only way to prevent more carnage. And, indeed, for seven decades, that system has largely achieved its goals. It has broadly ensured global peace, although at the cost of shifting many conflicts to the periphery. And it did not benefit only the developed world; it also ensured decolonization, promoted development and found ways to accommodate the voices of newly emerging countries.

It is at a very early stage to establish world order, and is, not allowed to lead within its existing global world order. We cannot have existing BRICS overturn the world order. China and India are seeking global influence commensurate with their economic weight; Brazil and South Africa are emerging as continental powerhouses and hydrocarbon-fueled Russia is chafing at its status on the margins of the Western system.

BRICS is aimed to bring all countries together establishing common ground and to speak the same language of understanding, logic, philosophy and spiritual overtones. We cannot have one country better than another or better continental powerhouse than the other. And have one country lead the other. It takes guts for these BRICS countries to get together to create an organisation with an investment bank. They have willed their way to cooperation, understanding, with hope, and does not challenge multilateral institutions. In fact, there cannot even be any party politics or tit for tat etc. As BRICS is so new, it will need a makeover in few years time, and that can be done when more countries can join and contribute ideas or deal with any problems they face. The only influence is the common ground and same language.

The BRICS’ response is both understandable and disquieting. As countries acquire economic and military power, they start exercising their geopolitical muscle, too. The challenge for advocates of world order is to accommodate emerging powers within a framework of universal, predictable rules and global structures that ensure everyone a fair deal and have equality, appropriate for their size, capabilities, and contributions to the international system. It is hoped that the lack of statesmanship, breadth of vision and the generosity of spirit of those who created the post 1945 world order will compensate the exclusion of other countries to be a credible international system. And without economies on course to overtake each other. There is skepticism about Lok Sabha with its impassioned debates and disruptions, China's NPC, rigorously controlled echo chamber for Communist Party decisions. Many believed that the new BRICS grouping did not provide a strong enough basis for cooperation.

The continual deepening of the BRICS enterprise has caught many international observers by surprise. In addition to their annual summits — which have produced joint declarations covering every major global issue, from questions of peace and security to United Nations reform — the BRICS have conducted foreign ministers’ meetings and engaged in what would be constructive common ground consultations.

As long BRICS countries are establishing common ground and to speak the same language of understanding, logic, philosophy and spiritual overtones. It will not go far wrong.

It is not clear if we really need IMF, and that it needs reforms, and be independent from USA. US leaders technically agreed to IMF voting reforms, the US Congress has so far refused to ratify them.

Putin wants measures to protect BRICS nations from US sanctions, so he has put measures in place to avoid sanctions.

Russian President Vladimir Putin says that the BRICS Bank set up by five countries with a capital of $100 billion will not challenge the existing multilateral institutions.

Putin, who was interacting with a dozen visiting wire service reporters, including from IANS, said the intention behind the bank and the reserve currency pool was not to replace the existing global financial structure but to complement it.

He said that although an institution like the World Trade Organisation had “come to a dead-end”, all the five countries which were setting up the New Development Bank and $100 billion pool had a good relationship with the World Bank and the International Monetary Fund. “They have shown interest in helping to develop Russia and countries,” he said.

The five countries forming BRICS are Brazil, Russia, India, China and South Africa.

The bank will be based in Shanghai and will be headed by K.V. Kamath, the non-executive chairman of ICICI Bank. Mr. Kamath has also been the chairman of Indian IT major, Infosys.
When the New Development Bank or BRICS bank was announced, it was deemed to be an alternative to US-dominated World Bank and Fund. The idea to set up the Bank was to encourage larger financial and development cooperation among the five countries.

Abstract

The World Trade Organization (WTO) lacks the power to directly enforce agreements. It is therefore important to understand what role the WTO can play to facilitate international cooperation, and whether a multilateral institution can offer distinct advantages over a web of bilateral agreements. This paper examines two potential benefits of a multilateral trade institution: first, verifying violations of the agreements and informing third parties, thus facilitating multilateral reputation mechanisms; second, promoting multilateral trade negotiations rather than a web of bilateral negotiations. The model suggests that a multilateral approach is particularly important when there are strong imbalances in bilateral trading relationships.

The role of Multinational Institutions - Philosophical

In line with its mission of alleviating poverty through support for environmentally and socially sustainable economic development, The World Bank (along with some other multilateral development banks) is working to help developing countries capture a share of the emerging global market in greenhouse–gas–emissions reductions (‘carbon trading’). Under the Kyoto Protocol of the United Nations Framework Convention on Climate Change (UNFCCC), the Joint Implementation instrument and the Clean Development Mechanism now provide an opening for substantial international resource transfers and potential for supporting sustainable development through the transfer of cleaner technologies or sustainable forestry and agro–forestry practices. For example, carbon sequestration represents a non–extractive non–consumptive sustainable use of living natural resources that can be incorporated within a multiple–use ‘integrated ecosystem management’ approach. The World Bank initiated the Prototype Carbon Fund (PCF) in April 2000, to help spur the development of a global carbon market and to ‘learn by doing’ how to use carbon–purchase transactions across a range of energy–sector technologies (and some forestry applications) to achieve environmentally credible and cost–effective emissions reductions that benefit developing countries and economies in transition. Building on the success of the PCF ($145 million raised from public and private–sector investors), The World Bank expects to launch two new funds in 2002: the Biocarbon Fund and the Community Development Carbon Fund. These funds will target synergies between carbon markets and objectives such as biodiversity conservation, combating desertification and small–scale community–driven development. Experience from the PCF shows that developing countries can have a comparative advantage in supplying this global market, as emissions reductions can be achieved in developing countries in the range of $3–$5 per ton of CO2 equivalent, compared with a marginal abatement cost of $10–$15 per ton of CO2 equivalent in most countries within the Organization for Economic Cooperation and Development. However, realizing this economic potential over the next decade, and targeting the market to the rural poor, will require substantial assistance with project development and government legal and institutional capacity building. Specific needs include raising awareness of the potential of carbon markets at all levels (particularly in energy and land–use sectors), clarifying property rights, particularly in the case of communally held land and resources, ensuring the existence of an attractive investment climate, eliminating policies that create perverse incentives and constraints, and mitigating logistical, political and ‘reputational’ risks that could deter private–sector investors. It will also be necessary to find ways to reconcile the short–term needs of the rural poor and the typically long–term revenue stream associated with carbon sequestration.

Nazi invasion 

On June 22nd June 1941, the largest German military operation of World War II invaded the Soviet Union. The destruction of the Soviet Union by Nazis, the permanent elimination of the perceived communist threat to Germany and the seizure of prime land within Soviet borders for long term settlement had been a core policy of the Nazi movement since the 1920s. Germany intended to wage war of annihilation against the communist state as well as the Jews of the Soviet Union, whom they characterised as forming the "racial basis" for the Soviet state. Nazis physically annihilated entire Soviet Jewish communities in the Soviet Union. There was also physical annihilation of European Jews deported from Germany in the Soviet Union. Nazis also invaded parts of Ukraine.

Some of the Nazi supporters still lives on in Ukraine, Baltic States and Germany, the so called Nazis henchmen still intent to wreak havoc, and upsetting politics today. We have to learn today that racial basis and ethnic cleansing stemmed from the Nazis invasion in 1941. Influence has got to stop, and that it is our duty to purge all kinds of Nazism in Ukraine as it is not allowed. We cannot tolerate racisim and ethnic cleansing in this century. Racism and ethnic cleansing have got root causes for wars around parts of the world, and is evil.

Minsk Accords

I join President Putin, and taking the stand to emphasise the necessity of immediate cessation of Ukrainian troops bombardment shelling populated localities of Donbas communities. We are of the mind to invigorating the process of political settlement, solving issues of the constitutional reform and socio-economic revival of Eastern Ukraine. 

The Minsk agreements were drawn up by the Trilateral Contact Group to stop fighting, and to facilitate dialogue and resolution of the strife in Eastern Ukraine. Peacemaking measures were introduced to stop the violence taking place to enable talks to prevent civilian casualties, mass destruction of infrastructure, and preventing bloodshed. 

I urge all parties involved in the conflict to salvage what is left of Ukraine, and be united to have constructive talks with cooperation, and aiming for peace. Laying down of arms and weaponry would be a great start before the talks. Ukrainian troops are free to take sides with the self defence forces of Donbas without any criticism and unite for the common good. Let this be a collective group without bias and prejudice.

Senior diplomats of the Normandy Four group will gather for talks on the Ukrainian crisis in Paris on Tuesday held simultaneously with the meeting of the Contact Group in Minsk.

The foreign ministers of France, Germany, Russia and Ukraine will focus on fulfilling steps envisaged by the February 12 Minsk agreements.

The meeting of the trilateral contact group will be attended for the first time by the new special representative of the Organization for Security and Co-operation in Europe (OSCE) in Ukraine, Austrian diplomat Martin Sajdik.

"The ministerial meeting will be devoted to discussing the issues of the implementation of the Minsk agreements,

"Theme subgroups have started working, adding that some progress is seen in the security issues and the political sphere. But it is important to discuss in detail all the aspects of the practical implementation of the agreements at the ministerial level, " Russian Deputy Foreign Minister Grigory Karasin said.

The diplomat said no new initiatives will be suggested, adding that all the proposals have been already formulated in the 13-point Minsk agreements brokered after the marathon talks between the leaders of the Normandy Four countries.

"Now it is important to make progress through a constructive and mutually respective dialogue on all the aspects in order to help these agreements be fulfilled," Karasin said.

Karasin expressed disappointment about the peaceful process in Ukraine amid Kiev’s controversial line and attempts to undermine the Minsk agreements.

The envoy of the self-proclaimed Luhansk People’s Republic to talks, Vladislav Deinego, said "Ukraine was sabotaging the effort of the working subgroups on settling the crisis in Donbas. His counterpart from the Donetsk republic".

Denis Pushilin, said Ukraine was in fact "silencing some very important issues. Ukraine faces deadlock unless the sides manage to intensify the discussion on some of these issues".

Kiev’s envoy to talks, former president Leonid Kuchma, said last week "with difficulties, stumbling, falling and rising again, but the Contact Group is moving forward.".

Kiev must honor the Minsk agreements, without this it will be difficult to talk about national reconciliation in Ukraine, Russian Foreign Ministry’s Special Representative for Human Rights, Democracy and the Rule of Law Konstantin Dolgov said on Tuesday. "Ukraine is the only country in Europe where there are political prisoners. Sometimes relatives know nothing about their fate. The ‘witch hunt’ continues."

According to Dolgov, the "case of snipers" on the Maidan is not being investigated, as well as the tragedy in Odessa. "Impunity continues to thrive, some of the criminals are now members of the Verkhovna Rada. The impunity is a powerful brake on the way to the national reconciliation. Until the truth is established, criminals are punished and the Minsk agreements are implemented, it will be difficult to talk about reconciliation.", the Russian Foreign Ministry's envoy said.

EU and NATO policy failures giving Putin opportunity of broader influence in Balkans.

President Putin said "If you create a vacuum, someone will be willing to fill it". This got me thinking that I have filled in the vacuum as temporary President of Ukraine, and have good relations with Russia. I was not intending to, and did not think about filling in the vacuum. But it was a calling from God telling me to tell the world what I know about Politics and International Law etc. That I can transform Ukraine.

Center of Reforms

The new Ukraine Parliament needs to create center of reforms to assess budget spending effectiveness. The center of reforms will involve lawmakers and maybe independent experts, should define the indicators of effectiveness of specific budget spending. A program approach of forming the budget makes it possible to prepare a document which is aimed at a certain result. And necessary to revise the state programs defining effective and realistic expenditures for each of them. 

It is not based on the goals and objectives that could be achieved, but implemented into a real tool to improve the efficiency of budget spending. The budget would give an outlook on how the budget is properly created from the center of reforms that is really workable. It is pointless to look at the financial report while there is hyperinflation, but will record all the costings and spending during the civil war.

Ukraine is thinking about the invitation of a foreign company to run Ukraine's Customs Service which was brought up by Ukrainian Minister of Economic Development and Trade. He has asked for  reform of the State Fiscal Service, and present an early date for that reform. 

According to opinion polls, the Customs Service which deals with tax was the most corrupt state agencies, along with the Internal Revenue Service, the State Agency of Land resources and the State Traffic Inspectorate. It is a very bad idea to let a private company run government's expenditure and economy, especially for each of the institutions. There will have to be nationalisation taking place, so that will have to be up for discussion on how to proceed with that.

Breaches of International Humanitarian and International Human Rights Law

Kiev's forces in the east was still violating on a regular basis, and have increased more than ever. There can be no further escalation in Ukraine's conflict. We need a lasting settlement to peace. There are breaches of International Humanitarian Law and International Human Rights Law. Attacks against civilians and objects like houses or properties constitutes violations in particular of fundamental principle of distinction may amount to war crime. Self defence forces please refrain from fighting, and stay away from the populated areas. Self Defence forces are just sitting ducks encouraging Kiev's forces to fire indiscriminately and do damage. Blocking the enemies is acceptable like mines etc.

Steinmeier said "All conflicting parties should help prevent the military escalation from reaching such a level that the situation gets out of control both militarily and politically, essential prerequisites for a political resolution of the conflict  were observing the ceasefire, withdrawing heavy weapons and providing free access to international observers sent by European security watchdog OSCE to monitor the truce".

The Normandy Quartet

The Normandy Quartet foreign ministers held talks in Paris and confirmed their adherence to the Minsk agreements and called for de-escalation and ceasefire in Donbas. The meeting lasted for more than three hours. They intend to do everything possible to guarantee complying with commitments to solve the crisis. Lavrov have unanimously spoken against attempts to disrupt the Minsk Accords and bring the situation in Donbass to a military scenario. 

"There is a feeling that there are forces that want to disrupt the process. I will not name them. Many [forces] prefer a military scenario for different reasons. Some [forces] want for the situation not to improve, but on the opposite, to deteriorate. All four ministers firmly spoke against such attempts, and in favor of Minsk-2 to remain the basis of joint efforts," he added. "My colleagues from Germany and France, in particular, stressed that there is no alternative to Minsk-2. We stated that, first of all, the whole package of measures from February 12 remains in force exactly as a package, that it is important to move in all directions, not necessarily linking one thing with another, but necessarily facilitating movement forward on every point that was outlined in the package of measures. Secondly, we devoted most of our time today to the issue of establishing a direct dialogue between Kiev, Donetsk and Lugansk on the implementation of key provisions of the Minsk accords, in all spheres without exceptions, including military and political sphere, security, economy, humanitarian and political reforms. We noted that, though moving forward in all directions is very important, the task of stabilizing the military and security situation remains especially relevant. Unfortunately, violations of ceasefire occur more often, and there are also many violations by the sides in what concerns withdrawing heavy weaponry. We call for fast de-escalation and immediate ceasefire that will facilitate progress in the political sphere, as well as in humanitarian and social and economic spheres. The foreign ministers of the "Normandy Quartet" have spoken in favor of soonest demilitarization of Shirokino settlement. There are several technical details left for coordination in the issue of demilitarization of Shirokino and withdrawal of heavy weapons of less than 100mm caliber. The final communique said it is necessary "to complete the demilitarization of Shirokino as a first step on the way to broader demilitarization along the contact line. The Contact Group on the settlement of the situation in Ukraine regularly discusses the issue of establishing a demilitarized zone in Shirokino. This is also supported by OSCE and Joint Center for Control and Coordination (JCCC). However, there has been no positive results so far. DPR defense ministry says the settlement is regularly shelled by the Ukrainian forces. Around 30 people currently live in Shirokino, according to local administration. The final statement reminded that "the Special Monitoring Mission (SMM) of the OSCE [Organization for Security and Cooperation in Europe] plays the key role in the process of de-escalation. We also stress the necessary role that is played by OSCE Office for Democratic Institutions and Human Rights in preparations for local election. We also stress the importance of establishing a political dialogue between Ukraine and representatives of separate parts of the Donetsk and Lugansk regions. The ministers called for the sides in the conflict to "stop restricting access of OSCE monitors because it hampers the process of heavy weaponry withdrawal and contradicts the Minsk accords." Lavrov said.

The "Normandy Quartet" also called for "removing all barriers hampering the delivery of aid to the zone of conflict and urgently launching cooperation with the International Committee of the Red Cross in order to achieve concrete results and ease the suffering of the people".

"Unfortunately, taking in consideration that the past several meetings of the Contact Group have shown a rather weak dynamics of the discussion and decision-making process, I believe that the meeting in Paris was necessary in principle," Pushilin was quoted by the Donetsk news agency as saying.

Pushilin also said "such pushes should impel the Ukrainian side for the real negotiation process rather than simulating it."The self-proclaimed Donetsk People’s Republic, in its turn, does utmost for the peaceful settlement of the conflict and complies with all the points of the February 12 package of measures on implementation of the Minsk agreements, Pushilin stressed.

Poroshenko rules out federalisation - 23rd June 2015.

He does not know what he is talking about, as he should not forget he agreed to decentralisation in the Minsk Accords. Federal means collective, mutual, public, allied, associated, central, joined in a union and united. If the Donbas Republic was given autonomy, it would be reunited with Ukraine.

Military spending

Ukraine is going to follow Russia to assess military spending. If there is no war next year, spending will be cut or considerably less for 2016-2020. There will be a reduction for ineffective spending meaning cutting out wastage in military expenditure. And that will be for the coming years. The military program will include becoming a member of CSTO and hopes to take part in CSTO. Ukraine cannot afford to renew military equipment etc, but proposes to pay CSTO annually a fixed sum for the collective group in the event of war if it does arise. If any member of CSTO is in trouble, Ukraine can give assistance if needed and vice versa, and give cooperation. Ukraine is to create a document saying dialogue comes first before retaliation, except in exceptional circumstances if an event spirals out of control, and lives are in real danger. It depends on the circumstances, and the meeting of CSTO will decide that.

Constitution Commission

Poroshenko comments is senseless and it throws doubt whether the constitutional reform was done legally. Ukraine’s constitutional commission was still working without Donbas representatives. That is why the DPR "knows nothing about real amendments to the constitution initiated by [Ukrainian President] Pyotr Poroshenko". Poroshenko must understand that "Local authorities in Donbas are to be appointed and controlled by the government of the self-proclaimed Donetsk People’s Republic [DPR] but not by Kiev, DPR representative at the Contact Group on Ukraine Denis Pushilin said on Sunday. 

Minsk-2 provides for a constitutional reform agreed with us [the self-proclaimed republics in Donetsk and Luhansk - TASS]. And our proposals include the right to appoint and control the activities of local authorities, courts, prosecution agencies and people’s militia by the government of the Donetsk People’s Republic, but not by Kiev," DPR representative at the Contact Group on Ukraine Denis Pushilin said on Sunday, the Donetsk News Agency quoted him as saying.

Pushilin said that Ukraine’s constitutional commission was still working without Donbas representatives. That is why the DPR "knows nothing about real amendments to the constitution initiated by [Ukrainian President] Pyotr Poroshenko." 

Last Friday, the constitutional commission approved a framework text of decentralization-related amendments to the constitution. Poroshenko said that "Donbas representatives have taken part in drafting these constitutional changes."  That is a blatant lie.

Following his statements, the authorities in the Donetsk and Luhansk republics said that the DPR and LPR had delegated nobody to take part in the work of the constitutional commission. A constitutional reform is an important part of the February 12 comprehensive action plan to fulfil the Minsk accords worked out by leaders of Russia, Ukraine, Germany and France in the search for peace in the embattled eastern Donbas region. A key element of reform is decentralisation of government with respect to the peculiarities of certain parts of Donetsk and Luhansk regions agreed with their representatives, as well as adopting permanent legislation on the special status of certain Donbas areas.

Ukraine’s constitutional commission was still working without Donbas representatives. That is illegal. We must have Donbas representatives to work with Ukraine's constitutional commission. We need to know about the real amendments to the constitution. It is right and proper to adopt permanent legislation on the special status of certain Donbas areas. Local authorities in Donbas are to be appointed and controlled by the government of the self-proclaimed Donetsk People’s Republic [DPR] but not by Kiev. That is decentralisation of government. The constitutional commission approved a framework text of decentralisation-related amendments to the constitution. And Poroshenko cannot change that and if he does so, that is illegal and is buying time to stall the peace process needed to have part of the Minsk Accords implemented. To effect, Poroshenko is sabotaging peace which is crucial to stop the war. It is a crime to do so against the wishes of the Donbas regions which desperately needs decentralisation. I demand that this problem be rectified immediately without delay.

Pushilin was quoted by the Donetsk news agency as saying."I judge from the positions of the Minsk agreement that clearly states that a constitutional reform should take place in Ukraine with the consent of the DPR and LPR and defines the timeframe for its implementation by the official Kiev."

Pushilin also said the current policy of Kiev authorities is clearly aimed at delaying the process of resolving the conflict in Donbas. "All this may be and should be considered not only as protracting the negotiation process, but as the direct failure to implement the agreement on peaceful settlement of the conflict. Under point 11 of the package of measures on implementing the Minsk agreements, the reform that includes the entry into force of a new constitution should be carried out by late 2015".

A constitutional commission approved a basic text of amendments to Ukraine’s key law on decentralization on June 26. Ukraine’s President Pyotr Poroshenko claimed "the Donbas representatives participated in devising these amendments. "However, the leaders of the self-proclaimed Donetsk and Luhansk republics later said their representatives were not delegated to participate in the work of Kiev’s constitutional commission".

Ukraine’s constitutional reform should be carried out by the deadline under the Minsk agreements and with the consent of the self-proclaimed Donetsk and Luhansk people’s republics. We all stress that the important part of the Minsk Accords must be implemented with consent and approval within the time frame.

Benefits of Decentralisation

Decentralisation and local governance are increasingly recognised as basic components of democratic governance, since they provide an enabling environment in which decision making and service delivery can be brought closer to the people, especially to the poor.

Decentralisation is instrumental in the overall issue of re-inventing government and is essential to achieving the internationally set Millennium Development Goals (MDGs).

Under the combined pressure of accelerating globalisation and persistent demands for deeper and expanded democratisation, central governments are seeing their traditional roles continuously challenged. 

Re-inventing government would then require revisiting the nature and role of the state itself and the sharing of political power and administrative responsibilities.

But which are the benefits of decentralisation? and how does decentralisation contribute to the process of poverty reduction?

If we recall the key elements of good and democratic governance, and we consider them both for economic growth and as a means of achieving the MDGs, especially that relating to poverty reduction.

Decentralisation increases popular participation in decision making because it brings government closer to people, making it more accessible and knowledgeable about local conditions and more responsive to peoples' demands.

Central governments located far away and preoccupied mostly with national and regional issues, fall short of adequately and efficiently providing services essentially local in nature. The case for decentralisation can, in fact, be made on a number of grounds such as the following:
  1. Local authorities tend to act more in line with local preferences and conditions, and their response to local needs is more expeditious. Decentralisation provides opportunities to marginalised sectors of the community, like women in some countries, minorities etc., to participate at the local level, enabling a more sensitive approach to policy formulation and implementation.
  2. Because decentralisation tends to enhance transparency and accountability, the amount of money wrongfully diverted away from development often declines. The Human Development Report (2003), underlines that in 55 countries, decentralisation of government spending was closely associated with lower corruption among bureaucrats and reduced rent seeking by private parties - leaving more money to spend on basic services for poor people.
  3. Decentralisation increases effectiveness in service delivery, like reducing absenteeism among government employees, for example, in local schools and health clinics because elected officials receive complaints from their constituents and can improve discipline.
  4. Decentralisation provides bureaucrats with early warnings of potential disasters, enabling quick remedial action.
  5. Decentralisation makes development projects more sustainable and cost effective because local people are more likely to be involved in their design, execution, and monitoring.
  6. Decentralisation encourages communities to find solutions to their everyday problems, yielding innovative ideas, which are more attuned to local conditions.
  7. Decentralisation provides opportunities for more people, including the under-represented groups (like women in some countries, the poor, minorities etc.) to participate in decisions that affect their lives.
To summarise, because of a greater degree of accountability, responsiveness and participation, effective decentralisation can make a big difference by making the provision of local (social and economic) services more efficient, equitable, sustainable and cost-effective.

Through community participation in decision making, planning, implementation and monitoring and backed by appropriate institutions and resources, it can go a long way in improving the quality of life, particularly of the poorer and marginalised sectors of the population, thereby alleviating poverty.

Constraints of Decentralisation

But does decentralisation always work? And which are the constraints of decentralisation? For the process of decentralisation to be complete and for it to be successful, there are certain preconditions which may not exist in a country at a given time.

According to the UNDP Human Development Report (2003), these prerequisites include:
  1. Effective state capacity;
  2. Empowered, committed and competent local authorities; and
  3. Engaged, informed and organised citizens and civil society.
Decentralisation requires coordination between levels of government and more regulation, not less to ensure basic transparency, accountability and representation. The state also has to raise adequate fiscal resources to support decentralisation. For the above to be achieved, effective state capacity is necessary.

Furthermore, to ensure that the decentralisation effort is not hijacked by the local elites, and there is broad based participation, both a strong state and a mobilised civil society are required.

Decentralisation is influenced by a country's size, population, its political and institutional inheritance and diversity. These attributes have an important effect on the design and modalities of decentralisation, which are crucial for its success. 

Appropriateness of functions to be decentralised, adequacy of fiscal resources to be transferred to the sub-national government, efficacy of administrative and legal setups and sufficiency of technical/skilled personnel at all levels of government are important ingredients for successful decentralisation.

However, politicians have more often than not used the slogan of decentralisation as rhetoric to strengthen their own power base rather than improve governance.

In practice, the lack of willingness of the centre to relinquish or share power has been a major impediment to effective decentralisation.

In fact, the inability to make the transition to a people-centred governance, with its commensurate implications for participation and empowerment is perhaps a bigger bottleneck in the process of decentralisation than legislative changes, which in their own right are also crucial.

Finally, lack of public awareness and an absence of a culture of participation and a weak "voice'' of particularly the poor and marginalised sections of the population has inhibited the development of: firstly, a two way accountability system whereby local governments are not only supervised by an effective state government from above.

But also a strong civil society from below; secondly, a local government system which is responsive to the needs of all sections of populations, particularly the poor and the marginalised. As a matter of fact, the decision making process is dominated by local elites and government functionaries with little, if any, participation by the masses.

Participation and the role of civil society

However, "a process for participation does not ipso facto lead to empowerment, and to be consulted does not mean that one's voice had weight in decisions taken": one way of achieving this is through "engaged governance" whereby an attempt is made, through new forms of collaboration between citizens' groups and the public sector, to link social capital into the development management process of a country.

A growing number of political leaders, community activists and international donors have come to see such civil society organisations as strategically important participants in the search for a middle way between sole reliance either on the market or on the state.

In fact, even governments are now increasingly viewing one as an integral part of the institutional structure particularly for addressing the poverty problem. This is reflected in the poverty reduction strategy put in action by governments in most developing countries in Asia and now increasingly so in Africa.

In this context, the role of the Civil Society for Poverty Reduction can be instrumental. Recent years have witnessed a considerable surge of interest throughout the world in the broad range of social institutions that operate outside the confines of the market and the state.

'Civil Society' or 'third' sector, this set of institutions includes within it a wide array of entities – hospitals, universities, professional organisations, human rights organisations, job training centres and many more.

But what is the link between civil society and poverty alleviation? And what role can one play to help tackle the problem of poverty?

Potentially we can respond to the growing problem of poverty in a number of ways. Their responses can be categorised into the following: advocacy, social mobilisation, delivery of social services, providing livelihood programmes, training and relief and rehabilitation., through advocacy, can potentially play a very significant role in influencing economic and political policies that have an impact upon the poorer sections of population.

The agents of an active civil society, for example, can: give useful input on the thrust and design of economic policies; bring specific issues of social concern such as the environment, labour rights, gender equality and public health into the public spotlight.

In some cases even help to change prevailing social norms; contribute to greater transparency and accountability and thereby curtail patronage, powerful special interests and corruption; ensuring that government policies are carried out in the manner intended and thereby significantly contribute to good governance.

Civil society can mobilise the masses, empower them and give them a "voice", supplement government in the provision of services, particularly social services, design and implement income generating programmes and micro-credit, improve community skills through technical/vocational and entrepreneurial training, and perform relief and rehabilitation functions.

Another, albeit often overlooked, contribution of civil society groups to poverty alleviation is as a potential source of financial support to carry out various development programmes.

In conclusion, civil society organisations can potentially play an important role in poverty alleviation in developing countries.

In many African countries, clear constitutional principles as well as legislative and regulatory frameworks, which are key for decentralisation, are not yet in place. Other major constraints to effective political participation by the citizenry include: scarcity of resources, poorly trained cadres at the local government level, intra-partisan rivalries and non-responsive political parties, weak governance structures to control corruption and to promote accountability and transparency, and inadequate attention of local authorities to the importance of decentralisation.

For a long time, worsening poverty levels  were explained in terms of poor economic performance. Emerging evidence, however, shows that economic growth alone is not sufficient to bring about, in a sustainable way, the needed reduction in poverty. 

GDP growth has come hand in hand with worsening social indicators, validating an established fact that while economic growth is important for poverty alleviation, particularly in the medium and long term, it is definitely not sufficient by itself,  the lack of responsiveness of poverty to the economic stimulus is attributed in part to problems with governance, especially at the local level.

In pro-poor interventions, one of the primary hurdles is how to effectively target the poor. Proper targeting has generally proved to be elusive. The other challenge is how best to ensure that there is local ownership of the interventions.

These considerations bring to the fore the issues of local governance. One of the lessons from past failures of poverty-focussed interventions is the importance of avoiding a 'top down' approach to project design and implementation as this invariably results in ineffectiveness of the interventions.

Also, concerns regarding central administrative capacity, fiscal constraints and the limited accountability at all levels of government have led African leaders to place increased emphasis on the importance of decentralisation and developing local governance capacities.

The other supporting argument for decentralisation is the need for improved government effectiveness in the delivery of goods and services and revenue collection.

External pressure by funding agencies like the World Bank, UN etc. have also been important motivations for decentralisation in many countries.

Furthermore, a good number of African countries see decentralisation as a solution not only to the enhancement of the state's capacity to accelerate local development but also as a way to enhance the voice and power of the poor in the continuing fight against poverty.

On the political side, decentralisation has been opted for as a solution to political challenges that seem to threaten national cohesion.

Countries with a history of tensions (linguistic, ethnic/tribal, religious) have often found the federal approach to national governance as most suitable. Central politicians also tend to support decentralisation to appeal to voters and win elections as a means of undercutting the power base of rivals.

However, despite the political and developmental motivations, decentralisation is perhaps much more of a challenge in Africa than elsewhere in the world. It is, therefore, important that there is consensus on the decentralisation policy, which is not centrally or donor driven, and which has a holistic framework, focussing on all levels of government and civil society simultaneously.

It should be based on improving the enabling environment and building capacities and not on projects. The need for immediate success and quick results can lead to quick fixes, which are unsustainable.

As such, it is important that decentralisation is viewed with a long-term perspective. African leadership will have to demonstrate patience and uninterrupted and determined commitment for the successful implementation of decentralisation in the continent.

Elements for effective local government – Decentralisation policies

Given the above, capacity development - that will enable participation of key stakeholders - is crucial to achieving sustainable development.

Experience has shown that there is a gap between existing capacities and demand for services and accountability at the local level. This situation calls for the creation of awareness, clear articulation of roles, and harnessing of the potentials of the different actors involved.

Decentralisation policies sometimes call for establishing new structures, participatory mechanisms and accountability systems. However, the option of strengthening existing traditional structures should not be totally discounted.

According to studies and analysis conducted in several countries, for effective local governance decentralisation policies, strategies, legal frameworks, programmes and activities should be conceived from two planes:
  • The vertical plane: involving the transfer of authority functions, responsibilities and resources from central government to local government;
  • The horizontal plane: involving the empowerment of grass root communities to enable them to determine, plan, manage and implement their own socio-politico-economic development.
  • While vertical decentralisation requires shifts in central government policy, laws as well as institutional and structural arrangements to provide for the sharing of powers, authority functions and resources and enable local governments to perform fully, horizontal decentralisation may take place without necessarily making adjustments in the laws.
However it requires determined mobilisation and organisation of local communities to participate fully in the planning and implementation of socio-economic activities that are aimed at strengthening their capacity to determine and enjoy their livelihood.

An important linkage between vertical and horizontal decentralisation is that in countries used to highly centralised governments and/or dictatorships, horizontal decentralisation empowers local populations and prepares them to be able to positively receive and utilise the powers, authority and resources transferred to them via the vertical decentralisation.

It is always of great use to engineer efforts of decentralisation on the two planes involving all stakeholders: horizontal decentralisation will empower local communities and, vertical decentralisation will create conducive structural arrangements and transfer of powers, functions, responsibilities and resources that will supplement the empowerment created by vertical decentralisation.

Conceiving the two planes of decentralisation is also useful in the situation where the debate and agreement on formal vertical decentralisation, involving the transfer of powers, authority, functions, and resources from central government to local governments, for various reasons takes a long time.

In such cases it is possible and advisable to start on programmes, projects and activities that empower local communities via, for example, Community Based Organisations (CBOs).

In conclusion, based on the experiences and lessons learned in this field, the key policy messages and recommendations for local governance-decentralisation, or Decentralised Governance, can be summarised as follows:
  1. Decentralised governance for poverty reduction is a long-term learning and development process that requires a sustained commitment from, co-ordination of, and strengthened capacities of all stakeholders at various levels;
  2. At the national/central level, there must be an enabling environment to ensure that devolution of authority/power to the local level would succeed for community empowerment;
  3. For decentralisation to contribute to poverty reduction, it is necessary to give due attention to administrative and fiscal decentralisation and not just to political decentralisation;
  4. For decentralisation to be effective, adequate emphasis should be placed on ensuring participatory monitoring and evaluation at all levels;
  5. Decentralisation initiatives should not be prescriptive, but instead take into account the specific contexts (e. g. local cultures). Moreover, a specific framework incentives-focused able to motivate local people should be established.
Overall there has got to be a sustainable development in tackling poverty, and create standard of living in so many spheres creating peace at the same time, and with good governance.

UN resolution on terrorists and extremists (aliens)

I demand that there should be a UN resolution on the actions of aliens who have created an organisation with financial and military assistance to fund terrorism and violent extremism. It is a special concern that aliens have gone out of control, and promoting their own interests that has got nothing to do with democracy, and fundamental beliefs and values in any specific religions. These aliens have to forfeit their rights to occupy lands, and keeping civilians hostage (forced prisoners of anti-islam etc) for their own gains while using violence and extremism.

Ukraine’s Federation of Employers has called on President Petro Poroshenko and leaders of the parliamentary faction to send the country’s current government to resignation, the Federation’s press service said on Tuesday.

"The anti-national, anti-Ukrainian policy of the current government has led to an undeclared default. As a result of the government’s unprofessionalism, the country’s aggregate foreign debt for the first time in history has exceeded its GDP and reached 110.5%," the Federation said in an appeal.

The employers demand a "moratorium on privatisation be imposed in condition of default." "Most of the 300 debtor enterprises subject to privatisation will be sold at a price that is lower than their real cost," the appeal said.

The Federation also noted that the problem of repaying debts to businesses amounting to 100 billion hryvnias ($4.5 billion) had not been settled either.

Set up in 2002, Ukraine’s Federation of Employers now unites more than 8,500 enterprises, which account for 70% of the country’s GDP and employ more than five million people. The Federation is led by tycoon Dmytro Firtash, whose companies the Ukrainian authorities are seeking to nationalise.

I am very concerned about this, and it is disgraceful to make more than 8,500 enterprises be nationalised if that is correct. Because I do need more clarification, especially as it is anti-Ukrainian policy. Poroshenko said earlier that he wanted to rob the tycoons by imposing higher taxes but then that was a different subject. He has taken it too far owing debts to businesses.

Now this is the bit I do not understand as it is a different system in United Kingdom. I find that hard to comprehend that any government could owe money to businesses for foreign debts. I have to explore and get more details for legitimacy.

Businesses will have to be paid, and must not be nationalised. There will have to be reforms for businesses for efficiency and to bring growth and prosperity. My reforms will be better than the existing old problems we have in United Kingdom. All this will be done with legitimacy and within the jurisdiction of Ukraine. There is going to be a dilemma about current government resignation as it is not a good time while the Constitution Commission is still being sorted out. If there is a government resignation, I like to put my name forward as President of Ukraine in an international coalition to create a new country which is Ukraine.

Constitutional Body

What I find interesting is that we do not have a Constitutional Body to deal with decentralisation, federalisation, colonisation and occupied territories. Even more interesting when you think that Crimea and other countries are declared illegal the transfer of them to another country which was politicised. Any politician, monarch, parliament or even a person each, are an unconstitutional body. 

We have the habit of anyone giving a country, state or island away to let one have independence. If the Queen gave Mali independence which could be a commonwealth country for instance, then Mali cannot survive being an independent country because  Mali may have no political foundation on which to build on.

Another example is the Falklands Islands which is a colony which has not got constitutional body to make the island legal. Argentina is a very big country so why would it want add a small island or islands to their own. Also a constitutional body is needed to prevent a country like Argentina from seizing islands for mining or oil rights for gains, rather see the islands belonging to settlers they want to call home.

We have few countries, states or islands that were given independence fall to rack and ruin by incompetent politicians that they should be reclaimed back through the constitutional body. That is for socio-economic reasons.

Now when it comes to decentralisation, and the president and the parliament becomes very uncooperative, it needs a constitutional body.  Constitutional body could play a great role in settling federalisation, decentralisation, colonisation, occupied territories creating laws perhaps to prevent a coup d'etat, terrorist entities, or whatever. 

It seems too easy for the Queen to grant independence or too easy for a Politician to grant independence. Politicians can debate for as long as they want, but they should not create legislation for independence and so on. Politicians are not lawyers and neither is the Queen.

A constitution body is helpful if a country wants to ask for permission to reclaim another country, state or island that used to be theirs, and was taken illegally during a transfer by a politician or a monarch.

If a country asks for a referendum, and the outcome of the vote is to be united to their former country then a constitution body should be able to grant that wish. And without any interference from any politician or monarch.

A constitution body also can help in disputes in renaming countries, territories and so on.

United Nations may try to toy with the idea of a Constitutional Body if it is presented to them. After all it needs legal presentation and approval.

In the case of Crimea's illegal transfer from Russia to Ukraine. United Nations may change its mind and lift its sanctions and recognise Crimea.

BRICS Youth Summit

Russian Foreign Minister Sergey Lavrov was speaking at the opening ceremony of the BRICS Youth Summit today "Joint efforts of the West and East are needed to resolve international conflicts. Neither the European Union nor NATO can resolve conflicts alone. Combined efforts of the West and East and the leading BRICS countries are required. We push for the establishment of democracy in international relations, the supremacy of law in international affairs. Our Western partners often say that each country should ensure the rule of law inside it. But when we suggest transferring this to interstate relations, there's little enthusiasm about it, but this will pass".

The more we work together to fight against terrorism and terrorists, and acknowledge the evilness of their actions. The more we abhor this evilness, the better. Egypt have introduced anti-terrorist laws, and we hope other countries will follow. Not one country should support any "terrorist entities" otherwise it will be found in contempt. Terrorists have no legal right to the establishment of democracy, and they also have no political right to the establishment of democracy. We have to be very vocal about it. If all the world leaders got together in a special meeting, and get mass media attention to make their voices known that terrorists have no place anywhere in the world etc. That their self made socio-economy will not stretch to doing trade with anyone as terrorists are shunned from society and will never be accepted by any country.

Sergey Lavrov also said "the use of military force has not led to anything good in any country. Foreign policy now attracts special attention. Too many crises and conflicts in the world. In recent years, there has been a series of campaign to protect human rights. There was interference in internal affairs under this slogan, including with the use of military force. In none of the cases of such interference did the situation change for the better. On the contrary, in most countries where such interference took place, the situation became catastrophic, the countries are on the verge of collapse. Now much attention is paid to the role of youth in shaping the national agenda, including through the prism of the so called peace protests, which are increasingly becoming the accepted standard of behaviour, at least , from the point of view of some of our Western colleagues. You know how the colour revolutions and the Maidan protests in Ukraine began".

The young people will always have my full support, right from birth to working age. They are entitled to full time education and support them to university if need be. These young people deserves to have work placement programmes and apprenticeships to enable them to qualify for any jobs. It is very important to keep them busy, until they become fully fledged and ready to fly the nest of dependency to make their own living. Any government cannot neglect these young people and lead them astray if they are found on the streets, and recruited to become terrorists by the lure of money offered to them to fight by the self funded terrorist entities. The use of military force is not doing anything, will not achieve anything, and is not a force for good but for evil.

We strongly condemn all terrorist attacks, including those directed against the government agencies, armed forces and law enforcement agencies. In connection with these events, we reaffirm our principled stand of strong condemnation of all terrorist attacks, including those directed against government agencies, armed forces and law enforcement agencies. We reiterate our firm solidarity with the people and the leaders of affected countries in their struggle against terrorism and extremism and support for their efforts to stabilize the situation in the country.

The BRICS association comprising Brazil, Russia, India, China and South Africa is a powerful factor deterring the dictatorial ambitions in today’s world, speaker of Russia’s State Duma Sergey Naryshkin told the Xinhua news agency. The interview has been posted on the agency's website in Russian.

According to the speaker, the mere emergence and development of BRICS "has become an unpleasant challenge for those who would like the world to be unipolar." "From the very beginning there were external attempts to undermine the process of strengthening of our association," he said. "But, fortunately, something different happened. BRIC turned into BRICS, expanded and became stronger, acquired new friends, supporters and scopes of activity."

Naryshkin noted that BRICS was one of the "powerful factors, which contain and do not allow to implement the dictatorial ambitions in the modern world." "This is a model of equitable cooperation devoid of the bloc mentality. Unlike our opponents, we do not impose our perceptions on anyone," he said, adding that this was one of the reasons why "our common position was gaining increasingly greater support."

The State Duma speaker said that cooperation of the BRICS countries in other international organizations didn’t allow to turn them into "a tool for exerting pressure" on other countries. "We invite all countries, while maintaining their traditions, respecting history and the right to the vision of their own destiny, to take part in building our common future," Naryshkin said.

BRICS, the association of five countries (Brazil, Russia, India, China and South Africa), was founded in June 2006 within the framework of the St.Petersburg International Economic Forum (SPIEF). At that time it was called BRIC, with South Africa joining the association in 2009. Russia holds the BRICS chairmanship in 2015. During the association’s summit in 2014 the BRICS countries signed an agreement on establishing the New Development Bank (NDB) to fund infrastructure and sustainable development projects in the BRICS member-states and developing countries.

When I wrote the article about young people, it was nothing to do with BRICS. I felt I had something to add and have input. I was stating the obvious that we have to have common ground when it comes to looking after young people and dealing with terrorism by looking after the young people properly. I was in no way trying to exert pressure. I agree that we need to maintain our traditions, respecting history, and the right to a vision of our own destiny to take part in building the common future. This is the same level and common ground that no one can disagree. It is up to BRICS to include my way of thinking and accept it. After all, we can comment or debate on young people anyhow.

Ukraine will always have Sovereignty, Unity and Integrity. We will always be in solidarity with Ukrainians, Europeans and Russians who have lived in Ukraine all their lives, as the ancestors before them. The conflict in Eastern Ukraine, the Donbas region can only be settled politically with the help of the international community. The international community must do their best to prevent the situation completely getting out of control. A political solution must be found to overcome the financial crisis and stabilise the economy. There is a prospect of socio-economic revival. We must carry out election and constitutional reform which needs legal process to ensure our future in Ukraine is paramount, and without any further violence. There is a very great need to preserve as many lives as possible, and act humanely as possible. Everyone wants to maintain their own language, culture, and history, along with fundamental values, beliefs and principles. A political solution must be found to make the country violence free. And to do that, is to share the same level and common ground and understanding agreeable to all. The solution is there if you look in the right place. To do that, you have to discard disagreements and problems to find something you can all agree. This is easy when you try and know how. If you cast aside the differences, there is something good hiding in there somewhere. We will always want to use the good to our advantage to improve lives. It is never too late to start again. This is how you find peace.

There have been misunderstandings, distrust, insecurity and instability with some countries not got legitimate status after they were given away by politicians or monarchy. Because of all that, wars have started and cannot stop. We can speed up the process to give some countries recognition to have legal status like Ukraine and Lithuania (not physically) who is at war with Russia. The hand over of these countries from Russia is essential. It would only take a top judge to sign and seal the papers and the fighting could stop immediately. Crimea and Sevastopol would have to ask a top judge to transfer legally to Russia. Going through the legal process may not stop any war, but it will certainly ease tensions and restore trust, security and stability with a great sense of relief.

Please note: Granting legal status to some countries should in no way affect decentralisation taking place, or abolish any established decentralisations. Also it must not affect any population of different nationalities, and must ensure there is no abuse of human rights.

I ask all countries to correct a great silence in their constitution to include forgotten people in forgotten countries or islands.

World Multicultural Day

When the war is over in Ukraine, there has got to be a festival celebrating Ukraine's different cultures, languages and histories. The whole world is invited is join. It will be a very colourful event with costumes and foreign dishes from all over the world to sample.

This may be the last day of blogging but keeping it open just in case. Do not know what the future holds and how it will develop in Ukraine. We do not know who will be President of Ukraine but I have said my piece on issues relating to Ukraine, and how it can be improved. Dialogues and talks are so badly needed between Ukraine and the Donbas region. At the moment Ukraine is not cooperating, will not take part in talks, and is not doing anything for peace. Whereas the Donbas region is already establishing itself as a state having their own energy company, thinking of creating their own bank, their economy etc.

Combating terrorism and extremists

I am not talking about the BRICS declaration, but is copying what it is saying about combating terrorism and extremists in all its forms and manifestations. There are UN Resolutions for that which are mentioned below.

We are disapproving a selective approach to terrorism, “condemning terrorism in all its forms and manifestations. We condemn unilateral military interventions and economic sanctions in violation of international law and universally recognized norms of international relations… Bearing this in mind, we emphasize the unique importance of the indivisible nature of security, and that no State should strengthen its security at the expense of the security of others."

Clause 36 of the Brics Declaration which primarily deals with terrorism. This clause mentions other UN Security Council resolutions like 2170, 2178 and 2199 which deal with suppression of financing and other forms of supporting terrorists and also emphasize on principles of respect for the sovereignty of the states.

This document says that the sanctions regime was first established by resolution 1267 (1999) on 15 October 1999 and has been modified and strengthened by subsequent resolutions, including resolutions 1333 (2000), 1390 (2002), 1455 (2003), 1526 (2004), 1617 (2005), 1735 (2006), 1822 (2008), 1904 (2009), 1989 (2011), 2083 (2012) and resolution 2161 (2014) so that the sanctions measures now apply to designated individuals and entities associated with al Qaeda, wherever located.

It stipulates the following three measures:
- freeze without delay the funds and other financial assets or economic resources of designated individuals and entities [assets freeze],
- prevent the entry into or transit through their territories by designated individuals [travel ban], and
- prevent the direct or indirect supply, sale and transfer from their territories or by their nationals outside their territories, or using their flag vessels or aircraft, of arms and related materiel of all types, spare parts, and technical advice, assistance, or training related to military activities, to designated individuals and entities [arms embargo].

Self defence forces in the Donbas region are not terrorists. They are protecting their homes, lands, families and livelihoods.

Terrorists are the ones who are fighting alongside Ukrainian troops like brigades. Ukrainian troops are terrorists, if they are fighting against the citizens of Ukraine with no consideration for their lives. Ukrainian troops did nothing to get rid of brigades and encouraged them to fight alongside them.

Ukrainian issue can be solved by peaceful means, and military solution is not the answer. Seeking peace and implementing the Minsk Accords will lead to success. That is 100% guaranteed. All the world leaders have voiced the same and one opinion that the Minsk Accords have got to be implemented in full and is unconditional. It is a violation of international law not to implement the Minsk Accords as lives are at risk. I strongly urge Verkhovna Rada to take action on the Minsk Accords with immediate effect and think of the future of its country. I have repeatedly said that there is no military solution, and this is the last time that I greatly stress for the implementation of the Minsk Accords.

Law enforcers of Ukraine’s Security Service are engaged in negotiations with the extremists demanding from them to cease fire and to lay down arms.

Ukraine’s President Pyotr Poroshenko ordered the law enforcement agencies "to disarm and detain the criminals who opened fire and killed peaceful civilians in Mukachevo." The Right Sector has alerted its supporters.

Right Sector far-right organisation have started a rally in front of the building of presidential administration in the centre of Kiev, demanding resignation of Interior Minister Arsen Avakov over events in the western city of Mukachevo.

Aleksey Byk, one of the organisers of the rally and a representative of a Right Sector battalion, said that "it was just a beginning and the protest will go on till the presidential administration is set ablaze."

The organisers are certain that Yarosh is seeking legal means to bring to responsibility police officers involved in "the shooting" at Right Sector militants. Meanwhile, the organisation activists say they are waiting for Yarosh’s command to take to actions.

On Saturday, militants of the Right Sector organisation, banned in Russia, attacked a cafй in a gym owned by a local legislator - Mikhail Lanyo - and a traffic police station in the city of Mukachevo in Trans Carpathia.

Casualties are reported in the attack with the use of small arms and mortars followed by a shootout between the extremists and law enforcers. The Trans Carpathian Prosecutor’s Office said that three people were killed and another eleven wounded in the attack. The Interior Ministry reported about one civilian among the dead.

At the same time, the Right Sector said its two members were killed and another four were injured. This situation is escalating. Poroshenko asking for disarmament and arrest of the criminals is not enough. 

There must be resignation of the Interior Minister at once and dialogue and talks can begin. 

"The Ukrainian military are relocating heavy weapons to the western town of Mukachevo", a representative of the extremist organisation Right Sector, Andrei Sharaskin, said today.

Right Sector threatens to bring 17 battalions to Kiev for tough talks with authorities.

I do not see that as a threat bringing 17 battalions to Kiev for talks. It has been long awaited for (I have been waiting for this), for  all the brigades and battalions to gather together and a good sign to want to have tough talks. But authorities cannot handle the talks alone with them as they are not into being good mediators, and one word out of line could trigger anything. We have to tread very carefully as Right Sector is very angry, and we must not cross the line. Peace process will be jeopardised by any failure in talks. There have been so many corruptions and criminal activities taking place in Ukraine, and it is not helping that US wants to train the police because they will have guns. Governor of Odessa have agreed to that which is wrong. I welcome wholeheartedly for all battalions and brigades to have talks. And I would put elections on the agenda as well as dealing with the dismissal of the Interior Minister and the police officers involved be suspended without delay.

The Right Sector [extremist organization banned in Russia] started demanding not only the release of its representatives, but also the resignation of Interior Minister Arsen Avakov, putting forward such political demands as refusing decentralization, holding snap parliamentary election, cancelling deputies’ immunity, adopting law on presidential impeachment and so on, in other words, a whole package of political demands. This demonstrates that the Right Sector is trying to use the situation as a basis for its election campaign and platform. There are two reasons of the conflict in Mukachevo. The first one is exacerbating confrontation between Ukrainian financial and industrial groups, political and military groups for scarce economic resources that are rapidly shrinking. The second reason is the set of problems that have accumulated between the Ukrainian ultra-right movement and official authorities.

I am sure that we can meet these demands for  the Right Wing Sector, but there is a misunderstanding about refusing decentralisation. Nationalism is a political ideology and involves national identity, by contrast with the related construct of patriotism involving the social conditioning and personal behaviours that supports state's decisions and actions. 

Whether we have decentralisation or not, the state being Ukraine that has territorial, sovereignty and integrity is a nationalist in that sense. It describes nationalism as a recent phenomenon that requires the structural of modern society in order to exist. There are various definitions for what constitutes a nation, however, which leads to several different strands of nationalism. It can be a belief that citizenship in a state should be limited to one ethnic, cultural, religious, or identity group, or that multinationality in a single state should necessarily comprise the right to express and exercise national identity even by minorities. 

We have got to have national flags, national anthems and other symbols of national identity are commonly considered highly important symbols of the national community. Using Right Sector flags are unacceptable as it is not a nationalist flag. Decentralisation does not affect Ukraine's sovereignty, territorial and integrity, and is joined to the main government [Verkovna Rada]. However, the people of Ukraine will decide if they will accept terrorism or extremism in the elections, which is highly unlikely. 

It is up to Right Sector to disarm if they want to take part in snap elections, and become political instead of military. What Right Sector has got to understand that the self defence forces [Donbas region] are their flesh and blood who lived in Ukraine all their lives. And self defence forces are not terrorists as they are defending their homes, lands and families and will always be part of Ukraine. 

Ukraine will no longer be a nationalist country if the European Union looks after it. We cannot have the European Union looking after Ukraine, but it should be alright to have certain ties depending on what is on offer like trade for instance.

Right Sector will not lay down its arms by Poroshenko's order. Descending into chaos, Ukrainian Neo Nazis Groups go on a rampage. They now have attacked Lviv causing two explosions after protests in Lviv.

"The government of Ukraine encourages extremism by offering concessions to the country's far right Right Sector group", said Russian Foreign Ministry's Human Rights Ombudsman Konstantin Dolgov today.

Ukrainian Prime Minister Arseniy Yatsenyuk has suggested earlier that allegations of corruption and smuggling by the Right Sector toward police and officials of Ukraine's Transcarpathian region were justified. On Saturday, a shootout between police officers, employees at a local business and Right Sector militants in western Ukrainian town of Mukachevo left 3 people dead and 13 injured, according to the Ukrainian Interior Ministry. 

The Militant claimed they were fighting brokered by local officials insisting that it was local police that had started the shootout. The cause of the violence is not clear. The sides have different versions of events but Right Sector's response underlines the problems Kiev has keeping order while trying to carry out reforms and crush a rebellion in its east. Close to bankruptcy and fearful of renewed conflict with pro-Russian separatists in the east, Kiev has been criticized for being slow to reform the country's legal system, which is still described as favoring the rich and powerful. Right Sector presented its battle in Mukachevo as one to root out corruption, saying they had been lured to a sports club in Mukachevo on Saturday by a local politician they had accused of smuggling. It said their members were set upon by local police, who killed two of their members. Dozens of supporters of Right Sector, which is in turn hailed or blamed for injecting violence into last year's Maidan protests, also protested in Kiev and other major cities to demand Interior Minister Arsen Avakov be sacked. 


It is imperative that Right Sector have dialogue and talks and sort out the chaos, stop the fighting, and the escalation right now. Poroshenko has lost complete credibility and status as President and he cannot be allowed to continue his presidency. The same goes for Prime Minister Arseniy Yatsenyuk who has got bad judgement and do not know the meaning of corruption etc.

As far as I am concerned I am a replacement as new Ukraine President and although I do not have powers. I have to stress that dialogue and talks must start immediately as we cannot underestimate the Right Sector. Right Sector will make the existing war worse and this is a genuine warning.

There is something extraordinary happening in Ukraine, and I was truly inspired by the spirit I witnessed in a people who have been through so much turmoil in the past two years, who initiated Ukraine’s movement toward democracy and justice. Assistance should be conditional on progress toward a prescribed set of democratic goals, including the elimination of corruption, constitutional and political reforms and significant decentralisation of governmental institutions. There may be no place on the globe where the stakes for democracy and freedom are higher or more realisable than Ukraine. 

Since declaring its independence from the Soviet Union in 1991, Ukraine has struggled mightily with major challenges both in and outside the country. While corruption, poor political leadership and economic fragility significantly hampered domestic progress, the poorly funded and outmanned Ukrainian military forces have been futile in fighting against what they thought are terrorists when in fact they are citizens of Ukraine defending their homes, lands, families and their livelihood.

Ukrainian citizens are determined, courageous reformers in government, parliament and civil society who are starting to lay the foundations of a modern democracy. 

The people of Ukraine were left with hollowed-out institutions, a dysfunctional military and a society demoralized and impoverished by systemic corruption. Yet almost miraculously, the Ukrainian people are coming together to rebuild their country from scratch. 

The Ukrainian people are not willing to give up their right to determine their own future. Virtually all of the leaders in civil society with whom I know are impatient to see political parties respond to the needs of society as a whole and challenge,  rather than protect, the interests of a small clique of oligarchs.

In large measure because of this new generation of leaders, elected just last October, entirely new parties have emerged. Against the odds, some important pieces of legislation have already been passed, including police and energy policy reform. Much more is now under consideration, although the key will be not only enactment but implementation.

So far, the five-party ruling coalition has largely managed to work together in the national interest, even though this dynamic has required tough decisions. The successes achieved to date would not have been possible without the emergence of a more energized and vigilant civil society. It is mostly the opposition who have worked harder to bring peace, law and order.

What is needed is a comprehensive set of initiatives that would help Ukrainians address the wide range of humanitarian, economic, security and political challenges that they face. Ukrainians fight for and work at the construction of their democratic republic, it would be enormously catalytic in encouraging and strengthening the reform leadership both in government and civil society. Special emphasis should be placed on enabling Ukraine’s citizens to advocate effectively for the changes they want. 

Because they have had such little experience with building a democratic republic, they need to be given guidance and far more assistance if they are going to do it right. That includes making their political and legislative process more transparent, creating a culture for respect for the rule of law, allowing more citizen participation and creating a legislative and executive infrastructure that provides for meaningful accountability.

Humanitarian assistance and economic support, including initiatives to augment the growth of small business and private enterprise, is essential. Ukraine has enormous economic potential. But reaching its goals for political and government reform is inextricably linked to developing that potential but only under new leaderships of a President and Prime Minister of Ukraine. 

It is very important that there are no half baked documents and ideas taking over the administration of Ukraine and its Government. There has got to be a deep understanding and cooperation of politics and mechanisms of the way Ukraine should be run. This is where I should come in to fill in the gap. 

This reminded me that the Ukrainian people are paying a huge price for daring to pursue the future they want. More than half of Ukrainians believe the President and Prime Minister of Ukraine are very unpopular with their policies. Ukraine recognised the need for another general and local elections to remove the offending and incompetent politicians in Verkhovna Rada which includes Poroshenko and his Prime Minister.

More than 170 soldiers have been killed, and more than 900 wounded, just since the so-called cease-fire was signed in February. Many people, he explained, are worse off economically than they were a year ago. Around 1.3 million have been internally displaced,

Right Sector's Ukrainian Revolution

We have had more than 6,000 supporters of Ukraine's ultranationalist Right Sector movement along with more than 2,000 people gathering in Central Kiev yesterday to mark a new stage of Ukrainian revolution. They were chanting death to the enemies. The group may be showing that they are a disciplined revolutionary force opening a new stage of Ukrainian revolution. It has been a peaceful demonstration as promised by the leader of the Right Sector. 

The Right Sector announced its plans to initiate a referendum on a vote of no confidence in the Ukrainian authorities, demanded the resignation of Arsen Avakov, Ukraine's Prime Minister and Ukraine's President. Also a blockade against the Donbas region. Right Sector says that they will act as revolutionary committees in field offices in all regions of Ukraine and imposing martial law on the territory of Ukraine. 

I do understand perfectly well that the people is already aware of what is happening, and is not happy about the way Ukraine is being run. Right Sector may have the right to organise a referendum but it has got to be done legally and monitored by OSCE. Right Sector does not have the right to take over and create their own election committee and get people to vote independently on the whole territory of Ukraine. 

We already have OSCE to do all that, and all that has to be done legally. Whatever  Right Sector will organise will not have legal status, and their results will not be recognised legally. 

Citizens are unhappy with poor living standards under Poroshenko, and Ukraine is in a terrible state with the economic situation being worse than it was two years ago.

I understand completely that feelings are strong and high among Right Sector protesters, and that they want to exert great pressure on Poroshenko and his Prime Minister etc. I completely understand the Right Sector's needs for restoration of Ukraine and its economy.

But issues like elections must be done legally and by OSCE, and the world leaders have already given their support to the Donbas region for decentralisation keeping Ukraine's Sovereignty, Integrity and Unity. 

Citizens in Donbas region are citizens of Ukraine and always will be. Right Sector group must be aware that the Donbas region has changed its mind to decentralisation from being divorced from Ukraine. Being divorced from Ukraine is not on, and there will be no split, keeping Ukraine still intact.

I appeal to the Right Sector not to take the law into their own hands

Right Sector does have good intentions to restore law and order in a time while there was no law and order.

We do have law and order now, and we do not want the Right Sector to destabilise Ukraine while we have law and order. If Right Sector wants to do something useful, they should be in Parliament, join the Police etc while they feel strongly about that they ought to do something about smuggling, corruption etc.

If Right Sector say they are a disciplined revolutionary force, it must be the right kind of revolutionary force working for the common good without violence and injustice. It must prove there are no terrorists in the group. 

When the war is over, there will be amnesty and forgiveness with disarmament of all groups. 

Citizens of Ukraine are brothers and sisters, and should be reunited, to live in peace, without guns and bloodshed regardless of their race, nationality, and creed.

Preparations for the winter

People are dying, humanitarian catastrophe continues, people in Ukraine do not have enough food, medicines and medical service. Winter is drawing near, and we need to make preparations for the winter to make sure people are warm, safe, have food and medical attention. I am asking all citizens of Ukraine to start making preparations for the winter, and start a co-operative. Please rally around to donate any flour, yeast etc to make bread even if it only 1p donation or free donation. Find any old woollens to recycle into blankets, any materials to be used as shelters for extra warmth etc. The spirit is willing but the flesh is weak so use that spirit with faith and hope of rebuilding a community and come out stronger and closer than ever. We cannot rely on Verkhovna Rada to give humanitarian aid. I do not know if humanitarian aid has been given by Verkhovna Rada but it is the people who have to create a co-operative to bring themselves together, and to look after each other. May the preparations of winter starts now, using any skills you have and exchange skills.

Rally is demanding resignation of Ukraine's General held in Kiev. The Public have lost confidence in Ukraine's General.

Ukraine's Radical Party demanded that intimidation of lawmakers be stopped, and those guilty of separatism be brought to justice, and political prisoners be released.

I agree that intimidation of lawmakers be stopped, but separatists should not be tried as guilty as they are Ukraine's citizens protecting their homes, lands and families, and wanted to be divorced from Verkhovna Rada riddled with corruption, lawlessness and smuggling. They were separatists, but not any more, as they have opted for decentralisation. Political prisoners will be released anyway which the Red Cross is involved through OSCE Contact Groups discussion, and talks.

I urge Verkhovna Rada see sense in that, and be aware before voting, and be in constant contact with the Minister of Justice..

Crimea's reunification with Russia

French lawmakers say Crimea's return to Russia legitimate. I can confirm it is legitimate. Crimea was annexed by Russia before it was given  to Ukraine back in the 1700's.

Elections will still go ahead

We hope the situation in Donbas will be stabilised before the elections. Whether it does or not, the elections will still go ahead. These elections are real elections, there should be a free and fair election under the control of the international community, under the full supervision of OSCE. They will make sure elections will happen, and no one can stop them. These elections will decide the fate of the future of Ukraine, hopefully for the common good. The February Minsk Peace Accord stipulates that both constitutional reform aimed at power decentralisation in Ukraine and local elections in the Donbas region are to take place before the end of 2015.

Addendum 

In the event of more fighting around the time of the elections or opposition forces trying to sabotage the elections. I propose extension of voting rights until the voting is complete which could take up to a week or more. This is to help get the elections done before the end of the year with democratic effects.

All citizens of Ukraine seeks reconciliation only through peace and unity, and with disarmament. All vote with their hands, not hands on guns. Guns will never destroy democracy and human rights. Addendum

This doctrine or belief is that we have to take emergency measures in reaction to NATO's expansion of the borders and their ongoing drills by air, sea or land. And the alliance's building infrastructure near the borders. The reasons necessitating the adoption of a new doctrine are rooted in the changing international political situation. It is also rooted in the changing of Ukraine's position and Verkhovna Rada for the Donbas region.

This is to take extreme action, in case the elections in the Donbas region prove impossible to take place, in reaction to NATO, Verkhovna Rada, or if there is an invasion of extremists  or terrorists supporting Islamist State or other organisations.

In such an event, Eastern Ukraine will have to close down, abandon decentralisation and become an independent state divorced from Verkhovna Rada.

It is the Verkhovna Rada's responsibility to make sure that negativities do not happen, and that elections are able to take place quietly and effectively. We cannot afford to have obstacles or impediments for the elections to ensure democracy take place in the Autumn.

I join Russia and has again stressed that it has unchanged stance  for Ukraine's territorial integrity and independence. "We also proceed from the fact that there is no military solution to this conflict, that it is to be settled by peaceful means, first of all, through talks between all the parties to this conflict, I mean both the official authorities and the authorities in the southeast [of Ukraine]," Medvedev said. He talked about the issues of security including efforts against radical terrorist groups such as Islamist State.

It is necessary to build up an international anti-terror cooperation in the sphere of counter terrorism. The world community is joining efforts to repel a global terrorist threat. The struggle against terrorists should be based on international law and the decisions of the United Nations and its Security Council with consistent implementation of the principles of sovereignty and equality of states without trying to use certain groups in pursuit of their political and geopolitical purposes. 

International cooperation on these issues is expedient. We have some international cooperation in some countries passing the bill on anti-terrorism law, cyber attacks, propaganda of countering evil ideology and evil practices, freezing of finance and assets, refusing to pay ransom for hostages, airport checks etc. We will always step up the plate countering any form of global terrorist threat. 

But it is the bad governance, if it neglects one's country leading to war making way for terrorists to make pursuit in their political and geopolitical purposes. It is never too late to restore the country to rights through dialogue and talks to make one realise that mistakes in governance can be rectified. That there is no military solution, and would always make things worse if one thought it is a military solution with no end in sight. 

It is very important for Ukraine to have territorial integrity, sovereignty and independence. And we must ensure that no history can change that. 

It is time Verkhovna Rada thought about anti-terrorist law, and take serious action to disarmament of Ukrainian troops, and be against its military participation in the Donbas region right now. It is totally criminal not to let all elections take place in the Autumn.

Guns

The Russian leader President Putin said he hopes that cooperation with the West will go beyond counter terrorism adding that he looks forward to resolving the situation in Ukraine as well as several economic issues. "We will engage in dialogue and work out a solution acceptable to all. It would be great to see Europe show more independence and sovereignty, and the ability to stand up for its national interests - the interests of its people and countries". 

Putin hopes another war is not on the cards, and said that a certain level of sovereignty is undoubtedly lost when joining any "military-political organisation or military-political bloc. 

France withdrew from NATO in order to preserve its sovereignty to a greater extent than would have been possible had it been part of the organisation". That was France's discipline and stance about military activities. France had the good sense to do so.

Putin said that it is not our business to analyse the foreign policy which is true, but we have to find solutions to deep seated problems when things are not right. US may have a right to pursue imperial policy which it has done for a long time, but US does not realise it is going about things the wrong way and applying methods the wrong way politically and militarily. This hurts US because the imperial policy is giving a bad reputation to itself especially over Europe.

Putin has said that European governments had ignored abundant evidence of terrorist activity. There have been less interest in fighting terrorism, and the lack of support has reflected seeing terrorism around the world. It is true that there are various domestic, international circumstances and different conflicts in different countries. It is understandable that they cannot give support. Putin was saying "if you cannot support us, at least don't hinder our efforts". 

I agree with Putin when he said that Europe and the United States have realised the real dangers of extreme manifestations of radicalism, and joined in the fight. Realising that is certainly better late than never, and we could never have foreseen how much damage from extreme manifestations of radicalism can do, and could never have foreseen it would spread so much around part of the globe. There have been so much bloodshed. Putin's policy of "who is not with us, is against us". I am thinking of extremists, terrorists and radicals.

If we are to work on solving global issues, then we must do so promptly, because I can foresee more damage. Although the underlying reason as Putin said was Washington's troublesome interference into the domestic affairs of other nations. There have been foreign political interventions, and some countries are now paying for decisions it did not make or have made.

US have made a very big mistake having been dependent on guns around the States, and not doing anything about them. President Obama said it was so frustrating not to pass a bill on gun law, and he has not paid much attention to own domestic problems at home. US have been focusing too much on international affairs.

I have to say these things, because I think the whole deep seated problem is that we do not have non-proliferation of guns, and we need more gun control. Manufacturers are making millions out of making and selling guns that we do not need, except for a preparation of a war which we hope will never happen. 

We have to be courageous, and take a very firm stance on the purchase, selling of guns, and using them. If this deep seated problem was tackled very effectively, and included in the anti-terrorism law as well as other laws. We would have more control over what is happening, and we can control events where guns are involved. It is no good saying "it is beyond our control". We have learnt so much violent history of guns in this century, and we have got to start somewhere to start reducing the use of guns, hence the non-proliferation of guns. 

The global issue is very serious, and would reunite countries establishing common ground like United States, Russia and Europe for cooperation on guns. We now realise how much damage the guns can do, and it is better late than never to do something about them.

Sanctions

Jackson-Vanik amendment to the Trade Act of 1974 aimed to affect US trade relations with countries having non-market economies and restricting human rights such as freedom of emigration.

"It is possible that the inertia of sanctions may last in the United States for a long time. It is enough to recall the Jackson-Vanik amendment, which lasted 40 years and turned from an economic into a political lever. We’ll take this into account in elaborating our trade and economic policy and, if need be, adequately respond to new unfriendly actionsOverall, it’s true that Russia’s trade relations with the EU and economic cooperation in general are being tested for resilience. The 38 percent decline in trade between Russia and the European Union in the first five months of 2015 speaks for itself," Medvedev said in an interview with Slovenian newspaper Delo on the eve of his visit to Slovenia.

We hope that US and Europe will have pragmatic positions and see sense, as sanctions against Russia are having an effect on European businesses forcing them to incur losses that could amount to tens of billions of euros. Both parties are clearly suffering and there have been growing discontent from some Europeans against sanctions. While Europe is losing so much money, it starts to affect the United States.

France clearly was trying to salvage a relationship between Russia and Europe by saying Crimean reunification is legitimate, as it was annexed before in the 1770's by Russia. This renders sanctions against Russia illegal.

What Europe does not realise is that it has brought sanctions against themselves by imposing sanctions not only against Russia but against other countries too. There is no democracy in Europe and no real economy in Europe while European businesses are suffering and losing billions of euros. This indicates Europe is collapsing and losing economic structure needed to uphold Europe.

Sanctions should not ever be used against any economy of any country at all, as we need economic restoration and revival as well as economic maintenance. No one can use the economy as a political lever as it breaches the boundaries of international relations norm. It is against human rights and democracy affecting International Law using sanctions against any economy of any country. 

Sanctions against any economy is illegal.

Six of these countries except Georgia also joined the EU’s decision of July 22 to prolong economic sanctions against Russia till January 31, 2016.

The EU membership aspirants (Montenegro and Albania and the countries affiliated with the European Free Trade Association: Iceland, Norway and Lichtenstein and also Ukraine and Georgia, which are neither EU aspirants or EFTA members, joined the EU Council’s declaration of June 19 prolonging the operation of the EU’s restrictive measures against Crimea and Sevastopol till June 23, 2016,

United States have imposed more sanctions against Russia to put pressure on private enterprises. The evidence shows unfair competition and protectionist measures the US is using. US sanctions is reinforcing the growing rift between US and the EU with profound effect over their relations, as Europe is already split over the sanctions. US sanctions are hostile and economic warfare. It is an US aggressive policy against Russia because of the Ukraine crisis and against Russia to suppress their economy. Violations of international law has been committed by United States for occupations in countries and a list of mentionables.

"The principle of mutuality in this exchange of sanctions – is the basic principle. But it is entirely possible that some asymmetrical measures can be used… Our attitude towards such US sanction activities is well-known, it has not changed. Further extension of Washington’s anti-Russian sanctions will not be unanswered, Russian foreign ministry pledged on Friday. "Having imposed new sanctions against Russian citizens and companies, the United Nations has once again demonstrated that it has opted for tougher confrontation. Keeping on motivating such steps by the situation in Ukraine, Washington continues to exercise in expanding the anti-Russian sanction campaign instead of pushing Kiev towards implementation of the Minsk agreements. In this connection, the Russian foreign ministry recommend to think that such provocative actions not only ruin the Russian-US relations but hamper cooperation in solving other global problems. Naturally, we cannot, but react to such policy," the Russian foreign ministry stressed.

Russia is the main player in solving global problems, the ruination of relations between United States and Russia does hamper efforts to cooperate to find solutions in Syria, Ukraine, and other parts of the world. It is not acceptable to be Russophobic. We do not care if anyone does not like a country, and it is no excuse to mount an anti campaign against it at the expense of other people's suffering. While Russia is refusing to cooperate in solving global problems, US will give in, as all its negative efforts will not be worth it. US will realise that in the end, and will lift sanctions by then.

The Islamic State terrorist group is, to a large extent, a product of a series of revolutions in the Middle East and North Africa, Russian Foreign Minister Sergey Lavrov told Singapore’s Channel News Asia.
"Of course, the actions by some of our colleagues, including the United States, to promote their own view of the world and to promote their vision how all countries must live, including through using military force, including through changing legitimate governments - all this brought to life so many uncertainties and gave rise to people who want to use terrorist means to achieve their goals. They [such people] think that if somebody is allowed to use force, why don’t we follow the same example and promote our ideas. That’s how ISIL announced its goal to create the caliphate from Spain to Pakistan on huge territories. ISIL to a large extent, as we see it now, is a product of revolutions which took place in the Middle East and North Africa. Whenever you start expanding your ideology not by persuasion but by force, you create so many risks and so many dangers - be it the promotion of Communism like the Soviet Union used to do, be it the promotion of democracy in spite of all the cultural differences and ignoring the traditions and values of the people whom you want to ‘make happy’, or be it terrorist ideas of the caliphate. You cannot impose your will upon others by force"
I agree with the Russian Foreign Minister completely. I have feared of an impending danger that it was happening to Ukraine or will happen to Ukraine if we do not keep anything under control. I also feared that some politicians would make a hash of governmental rule, and disregard the traditions and values of the people as well as preserving human lives of Ukraine citizens. We learnt so much from communism and the lack of freedom from it. Communism and Islamic Caliphates goes hand in hand being primitive, ancient and outdated form of politics, and have no pragmaticism and no altruism. Communism and Islamic Caliphates both have something in common, and that is they have no democracy. It is the will of the people to make good a country according to cultural differences, traditions and values etc. Ukraine must not lose its national flag, state language, culture, traditions and values, I will make sure of that. They have a democratic right to be war free, conflict free, to work and live as Ukrainian citizens peacefully.

Poroshenko signs law on local elections. Law does not provide for holding elections on October 25th in the districts of the Donetsk and Luhansk regions which are not controlled by Kiev.

There will be no constitutional reform for decentralisation of power and establishment of special status for separate regions in the Donetsk and Luhansk regions, pullback of heavy weaponry from the line of contact. That is due to Kiev's great stubborn unwillingness to cooperate and demonstrates time and time again, it does not want peace. Kiev have not made any effort in the peace process, and have made no attempt to implement any of the Minsk Accords. To intensify activity of the four subgroups have been set up to translate into practice the various aspects of the Minsk Accords - for the return home of internally displaced persons and refugees, as well as for security, political, humanitarian and economic issues. Poroshenko have not signed law for the districts of Donetsk and Luhansk regions leaving it open and free paving the way for the Donbas region to hold their local and general elections already planned for the autumn. While Kiev has no control over the Donbas region, then the Donbas region can be free to do what they have to do to implement the Minsk Accords without Kiev's approval or permission. The Donbas region can do anything they want, to fulfil the Minsk Accords without Kiev anyway. The Electoral Commission have confirmed that there is no stopping the Donbas region from holding elections.

As I am representative for the people of Ukraine to take the place of Poroshenko, I am willing to do everything I can to sign a degree or papers to confirm that I could demonstrate my willingness to implement the Minsk Accords in every detail including amnesty. This will help Ukraine move on, and have more normalisation and end the war and conflict. I am asking Russia to help draw up some papers, to have approval, and asking United Nations if it could verify that a stand in president is essential to take steps in the peace process and help implement the Minsk Accords. If not, then the Donbas region will have to change tack, and go for independence and be free of Verkhovna Rada for good.

Address to Ukrainian troops and Battalions fighting alongside the Ukrainian troops

I am appealing for safe and rapid withdrawal of Ukrainian troops, and those fighting alongside the Ukrainian troops. We do not want a divided nation if there is no ceasefire. 

Please go home so we can focus attention and resources on efforts to resolve economic and other problems to unify Ukraine. Withdrawal is essential for stabilisation of Ukraine. We want to have a staged responsible withdrawal to respond to security situation on the ground. The Donbas region are not your enemies, they were fighting to protect their homeland and families, saving them in the process. 

We only have a President who does not care about his country, his people and only cares for a dysfunctional divided government. There is no lack of presence which fills a vacuum, there are no ungoverned spaces. 

I appeal for final drawdown of Ukrainian troops and its Battalions. Please can you do that to save your brothers and sisters [Ukrainians] and your country to settle for peace without arms and weaponry? 

Ukrainians are related to Russian brothers and sisters and cousins. You all got to understand that Ukraine does not belong to Russia anymore and Russia does not want it. Russia only want cooperation and does not want to interfere. 

If we are to have peace, law and order, we must have ceasefire and go home without delay. No one really understand why the Ukrainian troops are killing its own people, their flesh and blood and for what? 

Please think about your actions and see common sense. Poroshenko is the aggressor ordering his troops to fight and kill and destroy his country and its people. Lives have been lost, people lost their homes, there have been mass destruction of infrastructure. Verkhovna Rada cannot get rid of its own President.

I repeat we need safe and rapid withdrawal without delay if we are to save the people and the country. There is no military solution to the conflict caused by coup d'etat. We need to have sovereignty, integrity and unity of Ukraine. We also need to reunite the Donbas region to Ukraine and we can do that with ceasefire, without arms and weaponry and use peace and reconciliation to effect.

General and local elections are being organised to ensure there is true and real democracy for the people of Ukraine in the autumn. We all can vote with our hands and voice and not on guns.

Ukraine's National Security and Defence Council

Spokesman for the defence ministry of the self-proclaimed Donetsk People’s Republic [DPR] Eduard Basurin said yesterday, Ukraine's allegations about possible Russian provocations in Donbas are "sheer lunacy."

Last Monday, Ukraine’s National Security and Defence Council circulated a statement by its chairman and secretary. Turchynov alleging that "Russian secret services are plotting bloody provocations with enormous death toll." "This bloody crime is planned to be disguised as an offensive of Ukrainian troops in retaliation to numerous provocations," Turchynov said in the statement. 

Basurin said it was insane to speak about any provocations disguised as Ukrainian offensives in Ukraine. "These lethal strikes at the Donetsk People’s Republic killing children and old people every day are our routine life for more than one year.

Turchynov was a "mad man" and called on him to "come to himself." "You personally and your accomplices in Kiev have committed so many war crimes in Donbas that without any tribunal the responsibility for numerous deaths of civilians will rest not only on you but on your descendants". Basurin said.

There have been so much absurdity, and this is even absurd accusing Russia of provocations to a certain degree. Turchynov is not only a chairman, he is also a defence member, secretary of the National Security and Defence Council of Ukraine and Acting president of Verkhovna Rada. He has got no right to get his troops to continuously attack the Donetsk and Luhansk Republics killing and maiming children, and people every day as well as displacing so many people left homeless by the futile war. Turchynov have abused his positions committing war crimes, and is not a mentally fit politician. If he did care about not causing bloodshed, then he could have stopped the troops from fighting. He could have ordered the troops to get out of the Donetsk and Luhansk Republics, then have a dialogue. But no, he never did these things because he really does not care, and is hell bent on destroying people, infrastructure and the economy. Turchynov is so completely out of touch and living in an unreal world. If we cannot get military cooperation, that is because Turchynov is insane and a mad man. The Police should arrest him. I personally would like Poroshenko arrested as well. Turchynov and Poroshenko have got no validity as politicians violating International Law.

We need safe and rapid withdrawal of troops without delay to bring peace to the two republics and to restore law and order sparing as many lives as we can. People are clearly suffering from the effects of the war and is feeling great pain generally.

Minsk 3

The present situation in Ukraine is the central issue, and is getting critical noting the essentiality not only of practical observance, but to take notice, take seriously, and implement the Minsk accords by the Kiev government and the Donbas region, an end to armed provocations, and the start of a direct dialogue between Kiev and Donbas to agree to continue with both parties to the conflict in the interest of peaceful settlement.

Minsk 3 would help to recognise Minsk 1 and 2 and will not cancel the Minsk 1 and 2. Minsk 3 is needed as an addendum or to consolidate the Minsk 1, 2 and 3. The need for Minsk 3 is to help implement 1 and 2 to 3. Minsk 3 is a last resort to try and salvage Minsk 1 and 2. 

Minsk 3 - I agree to practical observance, take notice, take seriously and implement the Minsk Accords. I agree for an end to armed provocations and start direct dialogue to end the conflict in the interest of peaceful settlement. I agree to recognise that the people of Ukraine are our relations as brothers, sisters, our flesh and blood, and not treat them as enemies. I agree to recognise Ukraine as statehood, as sovereignty, integrity and unity. I agree that the Donbas region is recognised as being part of Ukraine, and not a breakaway part of Ukraine. I agree that it is not a military solution to find a peaceful settlement, that an end to armed provocations is finding a peaceful settlement.

Minsk 3 is a path to understanding, making resolutions to the peace settlement to end the conflict caused by the coup d'etat. Failing the Minsk 1, 2 and 3 will result in a political vacuum and disintegration of Ukraine introducing manifestations of entities.

Defectors will not be punished

Ukrainian military prosecutors have a list of about 8,000 policemen and military that have defected to the east Ukrainian self defence forces whom they call separatists which they are not.

"We have a full list of those who defected to the self defence forces the way that Kiev calls the east Ukraine militia fighters. All of them will be brought to account. A Ukrainian court will pass an appropriate sentence on them," Ukrainian military prosecutors said.

Action will be taken against Ukrainian military prosecutors if they attempt to try anyone who have defected to the Donbas region.

These who have defected to the Donbas region has got a true conscience and common sense, not to obey the dysfunctional Verkhovna Rada and its President who have no intention of implementing the Minsk Accords.

The defectors are doing their true and real duty not to get involved in the futile war, and is helping to save lives. It is only the militias who have not defected, and will not defect who will be the ones will be punished to help escalate the war.

It is not conscience to keep killing, maiming people and making displaced people homeless.

Deserters and Dodgers

Regional Prosecutor's office in Lviv region have said a total of 11,000 people suspected of dodging or deserting military service are on the wanted list. The plan of a sixth wave of mobilisation launched amid military conflict in east ukraine has been carried out only by 47%. The regional prosecutor is Nikilay Fedyk who urged the police to take additional measures to establish their whereabouts and institute criminal proceedings against them. Citing one of the reasons, the prosecutor’s office accuses certain officials of failing to inform people subject to mobilization. It also said that in the sixth mobilization, not a single person had been drafted in 367 settlements, after which 14 criminal proceedings were launched against local authorities. Earlier, the Ukrainian Defense Ministry said three new waves of partial mobilization could be expected. The sixth, last for this year, mobilization began in Ukraine on June 19 and is expected to continue 60 days. The General Staff of the Ukrainian Army explains this with a tense situation in the east of the country. Meanwhile, each draft in Ukraine sees numerous refusals of young people to serve in the army. Evasion of military service, including escapes abroad, has become a large-scale practice. The Kiev authorities reacted to this by tightening criminal responsibility. A total of 139 people were convicted in Ukraine for dodging call-up last year. This may have included two soldiers in Odessa who got prison terms for refusing to fight in Donbas. And there may have been some unaccounted for who got prison terms apart from the 139 people who were convicted in Ukraine.

I will personally make sure these prisoners of conscience refusing to fight will be freed as soon as possible for making a stance against killing their own people. The regional prosecutor is Nikilay Fedyk of Lviv will eventually be prosecuted for taking part recruiting people acting against their will and their conscience. No criminal proceedings should take place against conscience aimed to prevent suffering, killings, maiming of its own people and making displaced people homeless. Prisoners of conscience will be heroes along with these who have already defected and will be honored. I encourage more people to act on their conscience for the sake of their own country and its people.

According to a report, Kiev is preparing attacks on Donetsk and Luhansk republics. Kiev says it has a unit of anti-terror organisation consisting of 92 and 54 mechanised brigades which count to 5,000 military is going to strike with massive support from the artillery for Luhansk alone. Donetsk Republic does not rule out resumption of full scale military actions by Kiev in Donbas. The unit of so called anti-terror organisation is Kiev itself and are terrorists. Donbas region self defence forces are not terrorists. The world is viewing Kiev as terrorists killing its own people in the attempt to get Donbas region back. If there is going to be a fully fledged war with so much bloodshed, and if Kiev succeeded in wiping out the Donbas region population. Kiev will still not win because Kiev cannot use force, and use a military solution to the Ukraine conflict. Kiev's fight will always be in vain, and will always be a loser with war crimes mounting against it. This is a reality check for Kiev, and must think about dialogue and talks. I strongly urge Ukraine's military to take a positive step to peace by laying down arms and weaponry. To have dialogue, to save the Ukrainian army without delay and to avoid shame and scandal. One must think about the people of Ukraine especially children.

Basurin said "We call on the international community to take urgent measures to prevent inhumane and criminal plans of Poroshenko to unleash a spiral of combat operations and genocide in Eastern Europe. It is not yet late to prevent a fire of a new war in Europe".

The Ukraine crisis is a global problem now, and I have always feared for a fully fledged war in Ukraine will spread across Europe as it will invite undesirables wanting to fight . It will then spread all over Europe. We cannot have a fully fledged war to begin a widespread war. Ukraine has got a political problem, but Verkhovna Rada cannot agree on impeachment, on ceasefire, on constitution, on Minsk Accords etc. Therefore no one can deal with the political problem because we have a ghost parliament and its president. The international community can only intervene by letting me take over, and letting me have powers as Acting President of Ukraine to restore law and order and to prevent bloodshed. I cannot just be a voice. 

This is really the only solution as the Ukraine crisis is deeply concerning for all. LPR and DPR self proclaimed republics wants to use only peaceful means to settle the conflict with Kiev and use all diplomatic and political possibilities. DPR and LPR were ready to implement all the agreements they have signed, and they have been implementing the MInsk Accords. No one wants to shed people's blood to solve problems. DPR and LPR does not want bloodshed. Unless we can solve the Ukraine crisis peacefully, we are powerless to stop the Ukraine's military from going ahead to "try and conquer the Donbas region" 

Even a referendum will not stop the war if people wishes. Ukraine's military are defying everything that democracy stands for and its freedom. Ukraine's non fulfilment of the Minsk agreements shows such contempt for its own country. Ukraine's military are criminals if it keeps violating the international law, and will be dishonored and disowned if there are no peaceful means, and is inhumane to keep fighting. 

I am urging the international community to let me have powers to deal with problems once and for all, to have normality and peace without bloodshed and to save Europe. It will not be a global problem then.

It would help a great deal, a very great deal, if Verkhovna Rada politicians do have an extraordinary session which could possibly take place on August 27th according to Internet Edition Apostrophe. People's Front Party are polling the deputies in their faction, and is convinced it is going to gather for the session. Pinsenyk clarified that his deputies were planning to pass amendments to Ukraine's constitution in part of decentralisation in the first reading. A number of deputies from the Petro Poroshenko Bloc said that a similar poll was being conducted in their parliamentary faction.

Ukraine’s Self-Help Party told Apostrophe that its deputies were planning to attend the session. Self-Help’s deputy Yaroslav Markevich said."I think that all of us will be present".

Ukraine’s Opposition Bloc Deputy Yevgeny Murayev said that deputies from his faction would attend the parliament’s extraordinary session. At the same time, he said that Rada’s secretariat had not yet confirmed if the session is going to take place on August 27.

The world rests on Verkhovna Rada's decision to pass amendments to Ukraine's constitution, and rests on Verkhovna Rada to implement the Minsk agreements to give the Donbas region decentralisation, it so badly needs to stop the war.

The world expects Verkhovna Rada to cooperate, integrate for the common good, and seek common ground to get the permanent ceasefire we all want. And to work with the self proclaimed Donetsk and Luhansk republics in amendments and approvals to getting the ceasefire we need, will save the reputation of Verkhovna Rada with the avoidance of independence. There will only be decentralisation, not independence of the Donbas region.

Ukraine Independence Day

It is Ukraine's independence Day and I call for spirit of peace and reunification. 

Ukrainians wants to get rid of criminal regime that still exists, and the opposite actions of politicians. Russians are brothers to Ukrainians. Ukrainians have deep blood ties and ancestry to Russians. No one can ever change the genetic code. 

There will always be Ukraine's identity, culture, and ways of life. 

Ukrainians are realising that they do not want to live under foreign control, and is facing threat of instability in their own country. We need to lay foundations of modern world order to have freedom, independence, peace and unity. Modern world order is enshrined in UN Charter. Ukraine must have international and regional stability. New world order is to comply on international law and be reliance on it. It is the will of the Ukrainian people who shape the future of Ukraine to have new modern world order.

Lavrov said "Russia never had, and can have any negative feelings against the Ukrainian people". 

Ukrainians are now united in their striving to continue defending the historical truth. The truth is the approach to the resolution of international problems. We cannot underscore the value of equal mutually respectful partnership between Russia, Europe and Ukraine, and is the only way to prevent a new conflict. While the fate of Ukraine cannot be determined by one country, I do not seek to capture and gain global dominance at any cost, impose one's opinion, will, and values on the Ukrainians. 

My basis is a feeling of sincere friendship and sympathy for Ukraine, deep mutual respect, consideration of key interests, interest in prosperity and cooperation for this century. I respect self identity of different people, their right to choose independence and unity, seeking new development. I do not believe war is the solution to people's problems, and never have.

I only seek to bring peace, unity and independence to Ukraine, and to act like a guardian angel leading Ukraine onto the right path to bring hope, order and to restore Ukraine to rights without war. I have the right ideology to give Ukraine the right politics which is to get rid of corruption, mismanagement of Verkhovna Rada, injustice etc.

Schooling

It is good news that all parties have agreed a ceasefire from September 1st. We have to see it to believe it to have ceasefire materialise before our eyes. The ceasefire is very welcome to all who wants peace. We all desperately want this ceasefire to happen for the sake of Ukraine's emotional, psychological and physical welfare. Common sense has prevailed, as we are now thinking of the children's education. It is detrimental to the children's education without ceasefire, so it is imperative for schooling to continue and without disruption. This also applies to students starting colleges and universities. I wish everyone well.

UDAR-Solidarity Political Party

Poroshenko's party is to merge into a political party called UDAR-Solidarity. Kiev's mayor has been criticised for corruption scandals, illegal construction and inability to take independent decisions. The new political party has censured the guest list, and is to assume responsibility. Declining standards of political decency is a shameful violation of international law especially not countering Nazism and such like. Such behaviour by Ukraine that considers itself to be a constitutional state is just inadmissible. We have to be wary of such political parties that could be detrimental to the development of Ukraine. Any such criminal with such bad political activities or past should not be allowed to take part in elections to be an MP. This applies to all Governors, its deputies as well as officials.

Sergei Naryshkin the Russian Duma speaker said "This is another evidence that the so-called party of war in Kiev still runs the show. These people are ready to do anything to stay in power, and continuing the civil war is a way to retain power in one’s hands". Naryshkin also noted that it is important to continue closely analyzing the constitutional reform that is being prepared in Ukraine. "We will continue following the developments around the constitutional reform in Ukraine and its, I would say, strange bends. Even Verkhovna Rada deputies are giving drastically different assessments to its aims and essence". Naryshkin was referring to warning of full scale clashes and Verkhovna Rada prolonging the war.

UNA-UNSO Political Party

The Justice Ministry who registered UNA-UNSO has said it will enable it to take part in local elections this October. The party is quite outspoken about its far right ideology and says it main objectives at the forthcoming election is to facilitate development of a sovereign, democratic, socially orientated state ruled by law, to participate in the setting up of state and local self government agencies, to get seats on them through elections or other political procedures, to modernise the state proceeding from the principles of justice and transparency, to assist the formulation and expression of the citizens political will and to ensure the rights of man.

Ukraine Justice Minister have registered the Ukrainian National Assembly/Ukrainian People's Self Defense (UNA-UNSO) as a political party on 20th August. It is a nationalist party. Sergei Naryshkin said " it is such an odious and infamous pro-fascist organisation, our ideology is Ukrainian nationalism as ideology of the nation's self determination. It is another manifestation of democracy in Ukraine". He told the session of the working group on legal analysis of Legislative Procedures and Acts approved in Ukraine.

UNA-UNSO are pro-fascists with communist ideas in 1942, and is directly related to the ultra-right Ukrainian nationalist movements of the World War II era. Ukrainian National Assembly merged with the Right Sector extremist political organisation.

Although it is a nationalist political party with an odious and infamous pro-fascist past. The political party would be useful in contributing ideas and contributions in Verkhovna Rada making its full presence known, voicing concerns and making arguments which will give food for thought for all MPs. There is goodness in exchanging wide range of views in relation to communism, to populism. It does not necessarily mean that the UNA-UNSO will impose on people's will to adopt communism or fascism, or try to use influence people to do so. Fighters are welcome to become politicians if it enables them to become politicians, and forget about their military past to use voice instead of guns. Fighters do not qualify if they want to be politicians and fighters at the same time.  Fighters do not qualify if they have a criminal past or have been involved in bad political activities.

Poroshenko says next election in Ukraine to be held in two years, and that there is no special status for the Donbas region. This is wrong as he may not be President after the elections in October. Poroshenko cannot keep making incapable decisions about the future of Ukraine before the elections. He has got no right saying that any elections taking place in the Donbas region are false elections. Elections in the Donbas region are legal, and will be overseen by OSCE, they will still go ahead. Poroshenko has crossed the red lines.

Clashes near Verkhovna Rada was unacceptable and deeply regrettable. The first reading of the decentralisation bill was passed 265 out of 450, more than 39 needed and required to pass. I would impose moratorium on constitutional changes and constitutional law on decentralisation. 

The amendments on decentralization to Ukraine’s Constitution that were passed today in the first reading do not comply with the Minsk agreements. They are very conditional amendments. They do not envisage a special status for Donbass. They do not take into account the interests of people that live in Eastern Ukraine. There have been a lot of misunderstandings among political parties regarding decentralisation or special status. 

The second and third readings needs to be cancelled until after the general and local elections. The present government is corrupt and criminal with past unfair and unjust elections back in 2014.

Nationalists  and other political parties oppose being in the European Union, and will not accept so called European values, and is not ready to accept them, wants to assert full and unquestionable power. The conflict between the authorities and nationalist organisations and other radical parties can be solved by elections. The result of the elections are legal and binding, and political parties have got to accept the will of the people, not the parliamentarians. There is no reason why the nationalists and other political parties cannot help run its self governance region if elected by the people in Eastern Ukraine as well as other parts of Ukraine.

On September 15th 2014, Kiev have said there will be special status for Donbas region for three years, and Poroshenko recently declared there will be no special status a few times before the first reading of the bill was passed today.

To clear up any misunderstandings, special administrative regions are autonomous territories that fall within sovereignty of Ukraine. State may establish special administrative regions when necessary. The systems to be instituted in special administrative regions shall be prescribed by law and enacted by Verkhovna Rada in the light of specific conditions under the administrative supervision of Verkhovna Rada. Special status or special statute possess their own governments, multi-party legislatures, legal systems, police forces, monetary systems, separate customs territory, immigration policies, national sports teams, official languages (must not be discriminatory), postal systems, financing of academic, educational systems, and healthcare, substantial competence in external relations and most public infrastructure themselves etc. Special status or special statutes is determining the form of government and the fundamental principles of the organisation, and functioning of the regions for socio-economic reasons, and improving quality of lives.

Special status or special statutes have happened in Portugal, Italy, China etc and have their own constitutions which are successful. Kashmir needs one.

It is the elections of Ukraine including Eastern Ukraine that will decide the future of Ukraine. Verkhovna Rada will then decide properly if the Donbas region can have special statute.

Constitutional reform for separate region and separate elections

Point 11 of the Minsk-2 agreement which is meant to provide a road map to end the conflict in Ukraine, states that the Ukrainian government should undertake:

Constitutional reform in Ukraine, with a new constitution to come into effect by the end of 2015, the key element of which is decentralization (taking into account peculiarities of particular districts of Donetsk and Luhansk oblasts, agreed with representatives of these districts), and also approval of permanent legislation on the special status of particular districts of Donetsk and Luhansk oblasts in accordance with the measures spelt out in the attached footnote, by the end of 2015.

I mentioned that representatives of the self defence forces, Donetsk and Luhansk People’s Republics (DPR and LPR) had laid out their suggestions for the required constitutional amendments. The DPR’s press agency has now published the complete text. The key proposed amendments are as follows:

Article 1391: The regions, towns, and other populated points of Donetsk Province form a separate region with special status. The regions, towns, and other populated points of Luhansk Province form a separate region with special status. … the principles of this status are to be defined by a separate Ukrainian law. … The separate regions with special status are inseparable parts of Ukraine, and within the limits of their powers, defined by the Constitution, separate agreements, and any agreements about the division of powers among these regions, they will independently decide those questions which are brought before them.

Article 1292: The separate regions with special status will form electoral commissions on the territory of those regions. The electoral commissions of the separate regions with special status will be independent and not subordinate to the organs of the legislative and executive powers or other electoral commissions.

Article 1393: The state will guarantee the financial independence of the separate regions with special status by 1) strengthening the budgets of the separate regions with special status with sufficient sources of finance to guarantee the balancing of the budget. …  and 6) introducing a special economic regime.

Article 1394: The organs of local self-government … have the right to create organs to protect public order (people’s militia). These organs’ leaders are to be nominated to and removed from office by the organs of local self-government of the separate regions with special status.

Article 1395: The organs of local self-government of the separate regions with special status will regulate the following matters: 1) agriculture, land resources and ownership … 2) land improvement, 3) social work, charity, 4) urban construction, 5) tourism, 6) museums, libraries, theatres, and other cultural institutions, 7) transport, 8) hunting and fishing, 9) health service, 10) use of the Russian language … 13) economics and investment within the framework of the special economic regime.

Article 1396: The following matters will be considered by the separate regions with special status: 1) carrying out referendums, elections of members of local councils … 7) guaranteeing the right to use Russian and other languages … 8) preserving and constructing memorials … 10) concluding treaties with foreign states on questions linked to the activities of the separate regions with special status, 11) collecting local taxes.

Article 1397: Justice in the separate regions with special status will be administered by courts which are part of the court system of Ukraine. The creation and dismantlement of courts, and the appointment and dismissal of judges, will be carried out with the agreement of the organs of local self-government of the separate regions with special status. 

Article 133: The administrative territorial system of Ukraine consists of: the Autonomous Republic of Crimea; the separate regions with special status of Donetsk and Luhansk Provinces; the provinces, regions, towns, regions in towns, settlements and villages. … The cities of Kiev and Sevastopol and the separate regions with special status of Donetsk and Luhansk Provinces have special status defined by Ukrainian law.

In addition to these amendments, the document also states that ‘It is proposed that the Constitution of Ukraine be amended with the words “Ukraine will not join military blocs and alliances, will remain neutral, and will refrain from participating in military actions outside its own territory.” Document lists Crimea and Sevastopol as part of Ukraine. The self defence forces  know that they cannot get the Ukrainian government to amend its constitution to remove the references to Crimea and Sevastopol. What matters is the proposed inclusion of Donetsk and Luhansk Provinces as ‘separate regions with special status.’ The language used here is significant. 

The powers requested by the self defence forces for the ‘separate regions with special status’ are not insubstantial. Even if the word ‘autonomy’ is not used, the proposed amendments would in practice make Donetsk and Luhansk Provinces very largely self-governing. The proposed competencies of the separate regions are not out of line with what one can find in the states and provinces of many other countries.

The Ukrainian government does not appear to be interested in negotiating, and does not seem to believe Ukraine would preserve its territorial integrity. Despite the fact that Minsk-2 specifically states that the required constitutional reforms should include ‘special status’ for Donetsk and Luhansk, the government is insisting that they will consist only of a general decentralization of powers to all Ukrainian regions, and will not involve any such ‘special status’ for Donbas. While the Minsk agreements is a foundation for negotiating a peace settlement, the agreements must be implemented to achieve peace.

These articles of constitution needs amendments and corrections as Donbas region's amendments were not included, and were not discussed. Donbas region's amendments may need corrections to avoid misunderstandings about autonomy, self governance, be still part of Ukraine, and be within Ukraine's sovereignty and integrity.

Minsk agreements includes withdrawal of heavy weaponry and ceasefire. They must be adhered to by all parties.

Special status provisions removed from Ukraine constitution. Most provisions of the law has been suspended, and will come into force after the local elections - Poroshenko.

It is about time we have a start to the real permanent ceasefire today, so that schooling can commence. Everyone will be happy if the Minsk agreements will not get violated again. We eagerly wait for the withdrawal of heavy weaponry and ceasefire.

I propose Verkhovna Rada be dissolved today to enable election campaigners start work to gain votes ready for the elections in October. This will enable politicians to use all the time they can get campaigning for themselves.

I propose that the Ukrainian army go home and have a holiday until the elections. The soldiers if they wish can take part in the election campaign.

Ceasefire is badly needed and is very important to keep alive or be in existence, keep safe from harm, injury, protect or spare lives. And to preserve liberties as free citizens. The ceasefire is essential for monitoring the withdrawal of heavy weapons, the normalisation of people’s life, settlement of humanitarian issues, the resumption of the political process and the local elections would be a sign that the war is stopping and peace is being established. I repeat Minsk agreements includes withdrawal of heavy weaponry and ceasefire. They must be adhered to by all parties. There is no alternative to the Minsk Accords, and there is no other way out. The war cannot decide the future of the people of Ukraine, only elections can. There is political might and fight through elections. We can freely fight through elections. We do not need bloodshed and arms to fight for the rights of the people of Ukraine. If we want freedom, we have to do it properly and legally to create a new Ukraine. We have to carry out the spirit to the letter. People are so precious and so life giving. Life is too short to be angry, have recriminations, or revenge. We can embrace solidarity and use it together for peace. It is not worth violating the Minsk Accords for selfish reasons as it will hold against you. One can never have peace and freedom if war crimes have been committed.  There is a chance to redeem oneself.  Peace be with you.

I am happy for the Donetsk and Luhansk regions to have elections on the 18th October in DPR and 1st November in LPR. DPR Prime Minister have signed a degree and confirmed these dates. Kiev does not seek to fulfil the Minsk Accords, so the Donbas region have got no choice but to arrange their own elections. These elections can take place as long as they are legal, honest, with no prejudice and no discrimination. That the Donbas region is acting in the interests of not only Russians, but Ukrainians as well as other ethnic minorities. That Ukrainians will be allowed to return to their homeland with very warm welcome. I am ready to sign a degree at any time to fulfil the Minsk Accords if no one wants to do it. Ukrainian army are waging war against humaneness, the rights and freedoms of man, democracy, culture, and Ukraine's law norms. These are the values making up the backbone of modern civilisation. We have to cherish any hopes for the termination of violence, restoration of stability, and the setting of conditions for peaceful life. In the meantime ceasefire is holding by decreased firing, there have been no reports of further loss of life. Hopefully elections will proceed without problems in October and November.

Crimean Tatars

Crimean Tatars - predominantly Muslim ethnic minority formed in Crimea in the Middle Ages. They were forcibly expelled to Central Asia and Turkey by Joseph Stalin's government. After the fall of the Soviet Union, Tatars began to return to Crimea under the new government of Ukraine, and was annexed by Russia for the second time, when new civil war started in Ukraine.
In 1774, the Khanate was proclaimed independent under the Treaty of Küçük Kaynarca, and was then annexed by Catherine the Great of Russia in 1783.

That was because of Tatars creating wars since the Ottoman Empire, and their inability to govern a few times, and causing problems for Crimea and Russia.
From 1853 to 1856, the peninsula was the site of the principal engagements of the Crimean War, a conflict fought between the Russian Empire and an alliance of France, Britain, the Ottoman Empire and Sardinia.
Crimea became part of the Russian Soviet Federative Socialist Republic in 1921 as the Crimean Autonomous Soviet Socialist Republic, which became part of the Soviet Union in 1922.
During the Second World War the peninsula was invaded by Nazi Germany in summer 1941 across the Isthmus of Perekop. Following the capture of Sevastopol on 4 July 1942, Crimea was occupied until German forces were expelled in an offensive by Soviet forces ending in May 1944. After Crimea was liberated, it was downgraded to the Crimean Oblast and the Crimean Tatars were deported for alleged collaboration with the Nazi forces. A total of more than 230,000 people were deported, mostly to Uzbekistan, at the time about a fifth of the total population of the Crimean Peninsula.
Chairman of Crimean public organisation Milli Firka (People’s Party) Vasvi Abduraimov said.

"The Crimean Tatar people got an opportunity to restore its usurped rights only after the March 2014 referendum when Crimea reunified with Russia. I recalled that in early 1990s Russia adopted laws on exoneration of repressed peoples and victims of political repressions. And only after March 2014, we got all opportunities for restoration of all usurped rights as an ethnic community. Ukraine officially declared itself a unitary state and in all possible ways neutralised and universalised ethnic and religious communities for its so-called ‘Ukrainianess'. The apotheosis of that policy was the statement by President Viktor Yushchenko that the state doctrine is to build one country, one nation with one language and one faith. Now everyone sees what that mindless policy of universalisation, when fundamental human rights are infringed upon, has led to. Kiev-style universalisation, with total corruption of officials at all levels, when not law and the people rule but 20 oligarchs, could not but lead to a disaster, and it happened. The Ukrainian state currently only exists de jure, and not de facto."

The Milli Firka chairman underscored that in 1954 Crimea was handed from the Russian Soviet Federative Socialist Republic to the Ukrainian Soviet Socialist Republic "absolutely illegally", as Crimean Tatars in that period "were rightless in exile." "And no one then asked us or Crimean residents, whether they want Crimea to be handed to Ukraine. The rights of all Crimean residents are now violated by Western countries who imposed restrictions for the peninsula which in particular relate to business, foreign trips and tourism. Due to those restrictions, Crimeans "are unable to conduct economic activity in a normal way. I Abduraimov assessed Western sanctions as "the clearest manifestation of a double standards policy. Declaring sanctions against the policy of the Russian Federation, they actually tie the hands and feet of ordinary people, preventing them from moving freely and doing business".

Crimean Tatars are now back in Crimea under Russian control, and work began since the reunification of Crimea and Russia regarding economy, finance, credit, legal, state power, military conscription and infrastructure systems has been actively underway.

I thank Abduraimov for speaking out against the universalisation of Ukraine. I sympathise about what Crimean Tatars have gone through the centuries, and preserving their rights as its own ethnic minority with a different faith, history, culture and language.

I am against universalisation of Ukraine. No ethnic minority should be affected by changes from Ukraine to attempt getting rid of any languages, histories, faiths, cultures to force universalisation on ethnic minorities. That must not happen now, and in the future. It is violation of international law and human rights.

One Finnish volunteer with DPR was wounded in the ceasefire. Finland's Human Rights activist said "It happened during the ceasefire, and we consider this as a premeditated crime against Finnish volunteers. We are talking about Kiev’s violations of the Minsk agreements - violation of ceasefire. It constitutes an international criminal case and a criminal case in accordance with Finnish laws. We demand to institute a criminal case against Kiev’s army. Necessary evidence of crimes committed by the Kiev army against Finnish citizens were handed to the Finnish police and urged law enforcement agencies to launch an investigation.

Sadly, Finns are not the only ones affected, as there are other ethnic minorities affected by hatred, racism and divisions who live in Ukraine.

There have been abuses of freedom of speech recently and in the past, inciting hatred, racism, and causing divisions. These types of abuses of speech is wrecking the peace process leading to violations of the Minsk agreements, and violating the rights of other countries who wants normalisation. While we have abuses of freedom of speech, there can be no political stability. Abuses of speech are bordering on the insanity, going into insanity. Abuses of freedom of speech violates international law.

Since the coup d'etat more than a year ago, we have a failing Statehood, and Sovereignty should be whole and preserved. We have evidence that elections, the last time were illegal creating a defunct government with Kiev's army having been on a killing spree on innocent civilians. The world is waiting for a new program of reform for a leader who will push the process forward to have a legitimate government after the detrimental effects of the war. It is important to articulate this position. I condemn the current world order where democracy and human rights are  not given to the people. Ukrainians have been leaderless, and the Bills, and Policies were not valid or legal from the illegal government.

I have been leading, to give Ukrainians some morale, hope, safety and peace, trying to reassure them that there is a light at the end of the tunnel, that a process of restoration will take place with concrete steps forward in security and relations dispelling apprehensions and discontent.

The forthcoming elections if conducted legally and without corruption, we will have a legitimate government, and I will no longer be in the role of acting president of Ukraine.

A new president and prime minister will be chosen by the new MPs, unless the Ukrainians wish for me to fill in the role of the President. But I will not fulfil the old job description of the President. I will have to appoint one of the MPs as my deputy to carry out the day to day parliamentary duties while I will only have external control to supervise, to advise and give permissions. And to use any powers given to me to restore Ukraine. I would use my powers to fire any MPs, to tackle corruption and crime etc. I would create a starting point for building a new world order based on justice and mutual respect, and with dealing with corruption, criminality and insanity. There have to be initiatives, and be successful in solving problems through bilateral talks, and through specific conversations with government officials and deputies.

Whatever the outcome, I hope nothing will be imposed on the people of Ukraine, and they will be able to put a stamp on Ukraine making it their own, through their concerted efforts with democracy and human rights on their doorstep.

After the elections, I voluntarily relief myself of my duties as acting president, and hope the people of Ukraine will be able to cope with a new government, and like their new President.

I am sorry to hear about what Konstantin Eliseyev saying that Kiev have rejected any attempts to adopt the law on amnesty for Donbas representatives and East Ukraine's special status. It is wrong to say Kiev has no need to adopt the new law on amnesty and special status, and have the entire legal basis that meets the Minsk agreements which is again wrong.

The course of implementation of the Minsk agreements, including withdrawal of armaments, elections, amnesty, gas issues and other crises, namely air services.

I would like to see Kiev making progress on the implementation of the Minsk Accords if it takes heed to take notice that Donbas region should be granted a special status on a permanent basis which should be fixed in the Ukrainian Constitution, and are in the Minsk agreements.

There are provisions such as elections in the Minsk Accords that must be adhered to, and not disobeyed.

Agreements have been made between parties, and there is no going back to undo all these agreements. These Minsk agreements cannot be undone, and there is no alternative to the Minsk Accords.

Not implementing the Minsk Accords violates the rights of the people of East Ukraine, and will have a very deep impact on the people of East Ukraine.

The Minsk accords were signed on February 12.

The Minsk accords envisage ceasefire, weaponry withdrawal, prisoner exchange, local election, amnesty  in Donbass, constitutional reform in Ukraine and establishing working sub-groups on security, political, economy and humanitarian components of the Minsk accords. Special attention will also be paid to restoration of strategically important railroads, electricity supply on the front line and demining water pipes in the Yasinovatsky district.

There are two high-priority political tasks on top of the agenda for the Contact Group. The first task is to cancel elections on October 18 and November 1 respectively in the self-proclaimed Donetsk and Lugansk republics (DPR and LPR). They will have to coordinate the issue of holding elections at some other time in accordance with Ukraine’s special law on election in Donbass which has to be adopted yet.

On September 16 last year, the Verkhovna Rada adopted laws "On special procedure of local self-government in separate parts of Donetsk and Lugansk regions" and "On preventing persecution and punishment of participants in events on the territory of Donetsk and Lugansk regions". The Ukrainian parliament thus has only one law left to adopt - on elections in Donbass regions not controlled by Kiev.

Deputy Head of Ukraine’s Presidential Administration Konstantin Eliseyev said that an agreement was reached that "snap elections will be held in accordance with Ukrainian laws and standards and under monitoring from OSCE [Organization for Security and Cooperation in Europe] and ODIHR [Office for Democratic Institutions and Human Rights]".

Kiev continues to send mixed signals. Last Monday, Deputy Head of Ukraine’s Presidential Administration Konstantin Eliseyev said that "Kiev will not hold dialogue with DPR and LPR. There are militants [on the territories not controlled by Kiev] with whom we will not hold dialogue Ukraine will not adopt a law on amnesty, a separate law on Donbass special status, will not implement the already existing law on special procedure for holding local election. We cannot do this without legitimately elected authorities. Kiev does not need to adopt new laws on amnesty and Donbass special status. We have a legal framework in line with the Minsk Agreements and sufficient for settling all contentious issues. In our vocabulary, there is no notion of a ‘special status’. We only have a law on special procedure of local self-government in several parts of the Donetsk and Lugansk regions. Apart from dates of local elections, the key issue is securing the special status of Donbass".

Lavrov said. "In such parameters that were agreed on paper. It should be done on a constant basis, not for a year or two, three years - it is explicitly stated in the Minsk [Agreements]. Amnesty in Donbass is also connected with local elections".

French President Francois Hollande said that the refusal of the self-proclaimed republics in Donbass to hold elections on the set date will become an important issue in settling the conflict in Ukraine’s east. "Holding such elections threatens to block the implementation of the Minsk Agreements" which can in turn "lead to a full disintegration of the country.

As Eliseyev said "We cannot do this without legitimately elected authorities".

One has to bear in mind that since the coup d'etat, the elections are illegal, and not legally supervised with US involvement [interference in elections] leading to illegally run Verkhovna Rada who have implemented illegal unfounded policies, bills etc. This in turn means, we have no legitimate authorities and parliament anyway.

Without elections threatening to block the implementation of the Minsk Agreements which could cancel the ceasefire [Ukraine which I think it is a ploy to cancel elections]. We still have the old Ukrainian law that will enable Donbas region to hold elections without the parliament in the same way as Ukraine's elections. Ukraine’s special law on election in Donbass still has to be adopted which is not possible before the forthcoming elections.

There is no reason why Donbas region could hold elections [in the old way and without negotiations] soon after the Ukraine's elections already planned in Ukraine's towns and cities. Verkhovna Rada really has no powers over the elections with the new constitution. Only the old constitution works. When we have results of the recent elections, there will be a new President, Prime Minister and Verkhovna Rada which will this time be legitimate.

The Donbas region would be free to have their own elections under old Ukrainian law. Snap elections will be held in accordance with Ukrainian laws and standards and under monitoring from OSCE [Organization for Security and Cooperation in Europe] and ODIHR [Office for Democratic Institutions and Human Rights].

This is something to think about without worrying about its present situation of a political fiasco.

It is too late to think about the special status of Donbas region now, since Kiev is adamant not to talk about it and refusing to grant one. After the elections, do we need to bring up 'special status of the Donbas region' again as we need normalisation, this time with a legitimate government?

The people of Ukraine supports the Minsk Accords, and wants them implemented to bring peace. They want the war to be over as soon as possible after the forthcoming elections. This is what they want.

The Donbas representatives, Denis Pushlin and Vladislav Deinego have announced the move by saying that the elections which had been originally planned on 18th October in Donetsk and 1st November in Luhansk would be delayed until 21st February 2016.

This is in return, that Kiev must fulfil its responsibilities, and Kiev's full compliance with the Minsk agreements in a peace deal in Minsk last February. This included special status, constitutional changes and an amnesty.

This is excellent news, and a very good decision, it is a positive step towards a settlement for peace.

After the elections of Verkhovna Rada where elections are taking place on the 25th October for the rest of Ukraine. It is hoped that the new President of Ukraine does do what he needs to do, and bring peace to the country. People of Ukraine are hoping darkness will be lifted over all the lands.

Ukraine must design the special election law in consultation with Moscow, and the separatists. Then, it will have to pass it, and amnesty for the separatist leaders. So they can run for local legislatures. In 80 or 90 days' time, after the passage of the law, the election should be held. Then, if international observers declare it acceptable, because of the need to draft the legislation, and properly prepare the election. It has to be possible for the new President to push a Moscow approved election bill through Ukraine's parliament.

Ukraine is still hopelessly corrupt and gripped with infighting among oligarch clans, despite the government having created no fewer than five new anti-corruption bodies. In the absence of true deregulation and tax liberalisation, economic growth remains elusive. The International Monetary Fund has just lowered its growth forecast for Ukraine this year to a decline of 11 percent, from the 9 percent it predicted in June. The war, the Ukrainian government is losing now is against mismanagement, overregulation, decline of the economy, corruption, instability and graft. This would present challenges for the new President to deal with these political problems and restore sovereignty, and integrity.

Sergey Naryshkin was talking about the legal analysis of legislative procedures and legal acts passed in Ukraine. Sergey Naryshkin, Chairman of the Lower House of the Russian Parliament said "Kiev continues to impede the implementation of the Minsk agreements. Although the ceasefire regime is generally observed and a new stage of withdrawal of weapons from the contact line has begun, the implementation of the Minsk agreements continues to be hampered in its political legislative part. And it is hampered by Kiev".

If the impediment continues up to the date of the elections, then the Minsk agreements are fully hampered. Hopefully Minsk agreements will be implemented by the new President of Ukraine after the elections.

Sergey Naryshkin also said "Europe is bored. Nobody wanted to return to that issue, the Ukrainian crisis, except of course for one person, a representative of Ukraine. But he failed to get himself noticed. There were many signs of strong annoyance with them. I got such a feeling, intertwinement of these tendencies facing Russia, one of which could result in the West's reviewing sanctions". Naryshkin believed pressure on Russia would persist saying "Big political means are invested in this tendency. Many people placed their stakes on that in their carriers".

Alexei Pushkov said "The present Ukrainian authorities were not interested in restoration of a dialogue between Russia and the European Union, as the Kiev regime emerged in essence because of tensions in these relations. A gradual mending of ties between Russia and the EU would be fatal for the Kiev regime, [President Pyotr Poroshenko was well aware of this]. The Kiev regime is a child of tensions between West and Russia. And of course this child will be trying to maximally spoil political atmosphere on the European continent, demanding that [anti-Russian] sanctions stay in place".

Franklin Roosevelt said "Democracy cannot succeed unless those who express their choice are prepared to choose wisely. The real safeguard of democracy therefore is education. We have always held to the hope, the belief, the conviction that there is a better life, a better world beyond the horizon. Politicians [Ukraine and EU] cannot keep making ideas cost effective, avoiding stating the true facts about a situation, misleading impressions, and not be completely honest about something especially about economic evaluation. We have faults in the economic system that needs correcting. Population have suffered from old inequalities. Taxation must not place onerous burdens upon the mass of the people. We are struggling with the old enemies of peace. Social unrest and deepening sense of unfairness are dangers to our national life. Free from foreign wars and entanglements cannot prevent us from feeling deep concern when ideals and principles that we have cherished are challenged. We not earnestly desire peace, but we are moved by a stern determination to avoid these perils that will endanger our peace with the world. [Linda Breeze].

There have been multiple statements by the Ukrainian authorities 'on request to send foreign weapons to Ukraine'. Countries supplying arms to Kiev will be a dangerous factor exacerbating the situation in East Ukraine. In fact it is provocative, and can be seen as supporting the coup d'etat and illegitimate government due to intervention policies of some countries.

Poroshenko has been diverting his attention away from the Minsk agreements with asking for arms, 1 trillion hryvnias from Russia, Crimea, and prosecutions of a great number of officials of Luhansk. This is of great deep concern. Verkhovna Rada needs to focus their efforts on further withdrawal of weapons, and no cheating, to push ahead without interruption with the implementation of an additional agreement to withdraw tanks and weapons with calibre under 100mm to ensure the necessary verification to peace. Complete withdrawal of heavy weapons is necessary as well in the Minsk provisions.

Intervention in the affairs of the Sovereign State of Ukraine, and attempts to make them bow to somebody's will, is unacceptable to try and handle internal political problems of this country through outside intervention which includes government coups, anti-constitutional actions and illegal ousting of legitimate authorities.

It is very important to maintain and keep friendship and cooperation with Russia which has centuries long history. It is very important to have prompt restoration to peace and stability by adhering to the provisions of the Minsk agreements.

Using military solution is the wrong course of governance, while peace is the right course.

I would like to personally thank the Russian Federation and President Putin's assistance for trying to preserve Ukraine's sovereignty, territorial integrity and unity. Their working within the international framework, and working together to create the Minsk Accords did not to some degree evolve into a more tragic scenario. In fact it could be worse without the Minsk Accords, as it has claimed worldwide recognition as steps towards peace. I have been mediating between Ukraine and Russia, and since I got to know Russia through the media. I can only admire greatly, and Russia has become close to me through their political regard for its own people, and cares about its citizens and their descendants. Russian Federation's political establishment is so intellectual and pragmatic which I also admire, and it is great that we share the same language, common ground, goals and aims for a new world order. We both have established a new understanding of the situation on Ukraine, past and present. Their humanitarian aid is no exception, and is to be praised with their countless convoys to Eastern Ukraine and other parts of the world. 

Thank you so much President Putin and the Russian Federation have done. Thank you.

It is not sustainable development of the two states between Russia and Ukraine, if Ukraine chooses to be isolated from Russia. Ukraine deserves to have a decent future, to have economic, technological, financial and transportation links. No matter how hard Ukraine tries to sever links with Russia, it is still tied to Russia through debts, gas, electric, people living in Ukraine, transportation especially air etc. Russia and Ukraine has always have to have cooperation. It is very important to restore good neighbourliness, and friendship between the two countries. There cannot be incitement of animosity towards each other. Because if it does happen, it does not last long. Russians and Ukrainians knows too well the nature of relations is based on the commonality of their historical, religious and cultural destinies. These relations are close, trust based and respectful. These will never disappear as it has been for hundreds of years. Long suffering, violence, poverty has got to end sometime as people will not put up with them. They need to look forward to a positive future.

There has been a recent poll that the Donbas region residents have voted against being part of Russia. That is fine, and Russia does not mind that, as long as Ukraine has sovereignty, territorial and political integrity.

Russian Federation Council Speaker, Matviyenko have said "The contacts of the Russian and Ukrainian Parliament have been interrupted, and Verkhovna Rada did not respond to the Russian colleagues' proposals to restore relations, resume cooperation in one form or another. In the current situation, our dialogue is especially necessary and important. We have conciliatory gesture. We hope that sooner or later the Ukrainian parliamentarians, if they care about their country, will understand that they cannot do without dialogue with Russian parliamentarians".

I expect normalisation of relations between Russia and Ukraine with rationality, and common sense after the elections have taken place from 25th October.

I am not too happy about violations of the ceasefire but it is a lot better. There have been problems with preparations for elections as authorities have had to spend more thousands of pounds to get rid of any corruption to do with the election papers. Candidates have been shot at or beaten, and one office got burned down. These deliberate attempts to waylaid the elections, or adding corruption will not be tolerated, and is unacceptable. If I find out that any party doing wrong, have successfully gained a place in the authorities or in Verkhovna Rada will be expelled, and cannot participate in any government posts and represent the people. We must have peace, and a corruption free country.

I agree that a reform of the Ukrainian Parliament is needed and that it will be presented in January 2016. But it is not enough as more reforms are needed. It is good that we have an electronic parliament to raise the issues of new rules, new procedures that are fully in line with European standards. The reform would allow to make for transparency and to bring it closer to European standards. I do not agree that adopting European Parliament rules and procedures should control Verkhovna Rada, say for instance sphere of security and defence policy which has nothing to do with the European Union. We should not let anyone in the  European Union have the need to know principle for fear of breaches.

Reforms needs to be real, and not imaginary reforms. Verkhovna Rada should be able to adopt European standards on electoral procedures without problems, but it should be looked into first before adopting to rule out anything, that would be binding and exercising functions of political control and consultations. The treaties of the European Union are flawed and unworkable. While we need to conform with the procedures, conditions and objectives. They have to function sensibly in the Ukrainian Parliament, and have good strong constitutions to exercise legislative and budgetary functions. Borrowing money is not supposed to be on the agenda as an easy way out of problems instead of tackling face on in dealing with problems.

I do not agree that the European Union should be involved in the decision making procedures for the Ukrainian Parliament. Or to obtain the consent of the European Parliament before adopting a legal act, and also to consult it anytime. Any sensitive information to classified documents in the field of security and defence policy as it is the Interinstitutional Agreement of 20th November 2002 should not be applied to the Ukrainian Parliament. Verkhovna Rada can only create principles, standards and rules for protecting classified information just by looking at the European Union's security and defence policy to see if there is room for improvement, and correct any flaws in the policy. We have to ensure that it constitute comprehensive and coherent general workable framework. Ukrainian Parliament's data has to be protected, a system that is workable like other countries.

The Ukrainian Parliament does need a lot of changes and reforms, and I can only think of the Russian Parliament as more advanced with its upper and lower houses. Russian Parliament excelled in my opinion, as the best than anywhere in the world with very sane rational pragmatic politicians. In fact it is better than UK which has lower standards. European Parliament in my opinion rates very low when it comes to a lot of policies forcing countries to adopt with consequences. It is good that we have an OSCE Parliament for Inter parliamentary purposes. Ukrainian Parliament should try and seek far high standards, and only have to look at how the Russian Parliament works to get ideas and implement them.

It is ironic to think that the intervention of United States to break up the former communist countries when all the while a new Parliament was really needed. Russians should not have to find themselves abroad after the breakups of the former Soviet Union.

President Putin have got a proposal to restructure debts. This is a welcome proposal, and it is generous of Putin to put forward such proposal for Ukraine. There is no reason why there should not be debt restructuring. It is good to be able to pay in instalments annually which is a much better arrangement.

I am so concerned about offences and provocations regarding elections which included fraud and corruption in the last local elections. We have had run offs of the mayoral elections yesterday, and I am still not happy, in spite of 31,600 law enforcers and 5,800 public activists who guard law and order during the second round of elections. There are signs of protest voting, with people voting more, rather than for.

One of the international monitors at the Dnepropetrovsk city electoral commission has warned about possible election fraud or total disruption of elections in Dnepropetrovsk on November 15.

Members of the Dnepropetrovsk city territorial election commission asked Ukraine’s Central Electoral Commission to replace the territorial commission’s head, and secretary on the night ahead of the second round of mayoral elections.

The territorial commission’s head, Valentina Pankulich, and secretary Yulia Ilyina systematically failed to fulfill their duties. Previous reports said that Pankulich used to miss the commission’s sessions. She also ignored the deputies request to show them the commission’s stamp.

Votes is expected in Kiev where its incumbent mayor boxer Klichko [accused of criminality] from the pro-government Pyotr Poroshenko [accused of criminality] Solidarity bloc will run against his rival Borislav Beryoza, a former member of the Right Sector extremist organization who currently represents the Party of Decisive Citizens.

Dnepropetrovsk is expected to become an arena of fierce election clashes between the Opposition Bloc’s candidate, Alexander Vilkul (a vice-premier under President Viktor Yanukovich), and Boris Filatov from the UKROP oligarchic party sponsored by Igor Kolomoisky, a billionaire in disgrace.

Self-nominated candidate Vladimir Buryak (Zaporozhstal plant), a representative of another Ukrainian oligarch, Rinat Akhmetov, and Nikolai Frolov, a candidate of the pro-presidential Pyotr Poroshenko Solidarity bloc, will run for the mayor of Zaporozhye. Akhmetov has to infiltrate his people in the power bodies in order to gain control over the city where the main assets of the SKM group are still located.

These oligarchs should not interfere with elections, and be involved trying to protect their business interests with money to support candidates. Such practices are not acceptable in elections local or general. Ukrainians are so afraid of them, and want justice. There still need to be restructuring of the electoral system.

The transition to a new government have proved unsuccessful, and there have been no evidence of fair and free elections to start with. Democracy in Ukraine have failed miserably.

The threat from terrorists is felt around the world. Support in the struggle against such security with challenges as international terrorism and extremism is extremely needed. Framework security principles is needed to coordinating with all countries as an effective fight against terrorism, to consolidate anti-terror position of all countries. We need to build joint work to fight against terrorists. Architecture of equal and indivisible security is imperative for the whole world. 

Rifts between some countries is evident where terrorists have taken over disabling democracy. Stability and sustainable development are seriously threatened by conflicts, terrorism and criminality. The main factors for the destabilisation of the world are that terrorists are introducing evil of many manifestations motivated by greed [oil revenues], to use opportunities to seize lands, to have power, the thrill of firing guns, being bloodthirsty and not have democracy in any forms. 

The terrorists could be taking advantage of backward countries where only a little of democracy is left. Some backward countries who do not meet international standards in politics and humanitarian needs, who do not know what democracy and human rights really mean, needs help.

It is these backward countries that needs help with the architectural framework of doing trade, bring economic growth, security and many more. Without these architectural frameworks such as the Eurasian Union, [so glad that EU got the common sense to think about this], there is no such collective cooperation. They become unequal and divisive creating poverty or more poverty with no facilities.

It has to be a global effort in the fight against evil in many manifestations to restore civilisation all around the world and bring peace. There has got to be global democracy where each country does act in the interests of that country, and not against it. There is no democracy if one is against it, or not use it for the good.

Going against everything by using evil in many manifestations, leads to collapse and breakdowns sending ripples around the world. This destroys the architecture of democracy. There is no such thing as exporting democracy, unless it is a replicated democracy that holds true values and fundamentals of our society.

Where evil in many manifestations are, there will always be regimes and power changes. This includes elections with the elements of fraud, corruption and manipulation.

Unless the elections can be made legitimate, and a new constitution is formed to high standards. I really need to help Ukraine on this in many ways for the common good, and see that the Minsk Accords are adhered to. I am the only person who would not use evil and force, and is acting in the interests of Ukraine to promote peace and security. This is my sole aim, and I know that my good works in instilling genuine democracy would help the world. That would be totally rewarding for me. Why should people be elected on the grounds of popularity without talents, intelligence and knowledge of politics? There are a few incompetent politicians in unspeakable volumes with no common sense and rationale.

Sergey Naryshkin, Speaker of  State Duma lower parliament house, at a meeting of Duma's working group on legal analysis of Ukraine's legislative procedures said today "Kiev might take advantage of the current international situation, and stage a new round of aggression in Donbas. There is risk that under the cover of the recent developments on the international arena Kiev might stake on a new round of confrontation as the Kiev authorities are apparently irritated that their problems are fading away from the international agenda.They seem to be afraid that their speculations on the Donbas problem could be terminated, they are afraid that the European Union will leave them alone in the face of the imminent default, and the loss of the Russian market, which is apparently happening from January 1 due to the reasons and developments you are aware of".
It is likely that Ukraine will use aggression if no one is helping in spite of being in £400 billion in debt, and spent a lot on defence which has now whittled away to only what defence they have left. Ukraine have defaulted, and misused a lot of money given by EU and IMF. Ukraine is becoming more isolated, but not forgotten. It has isolated itself from Russia which is a very big mistake since the coup d'etat. Seeking independence from Russia re trade is impossible where there are deals like coal, electricity, debt, Ukrainians wanting friendly relations etc.
Ukraine will soon have to face up to having lost Crimea for good, as Crimeans does not want anything to do with Ukraine. Losing Crimea was a crime for starting the coup d'etat in the first place. Russia had to act quickly to take Crimea under its wing to prevent violence spreading to Crimea. Crimeans have been asking to be part of Russia for years even before the civil war.
Ukraine have taken perverse pleasure in seeing sanctions imposed on Russia as a revenge for taking Crimea away from Ukraine. No doubt aggression will take place after a buildup of frustration of being so isolated, and then see sanctions being lifted from Russia if it does take place. In fact, I think when sanctions are lifted, that Ukraine will feel defeated, helpless and will be governmentless. It is then that, Ukraine is likely to take advantage of current international situation as a cry for help by being aggressive.
Being aggressive is a very bad wrong attitude, and is burying your head in the sand as an alternative to avoid creating reforms and a new constitution. Ukraine have done that for a long time now.

Russia and the Vatican are concerned with unacceptable practice of attacks and seizures of Cathedral and property of Ukrainian Orthodox Church which is a violation of religious freedoms. This seem to be a copycat of what so called IS is doing when it has seized artifacts of cultural history and destroying religion at the same time. This concerns me that we may have jihadis and extremists in Ukraine. Upholding religions of all kinds must be respected and sacred with fundamental beliefs and principles. If it is not jihadis or extremists, then they are thugs.

At the beginning of the civil war, we have had monks and nuns driven out of their homes [monasteries and nunneries] and some churches were damaged in the process. These are completely unacceptable, and we cannot allow violation of religious freedoms to take place in Ukraine. While we have religious architecture of all kinds being destroyed, no one can destroy one's religion, fundamental beliefs, principles and values of all kinds. These will always live on, and passed on for centuries. There will always be faith.

It is astonishing that US would criticise Donald Trump for his abuse of manifestations of freedom of speech against Muslims, and not criticise the glorification of Nazism. We are disgusted that Donald Trump should want to treat all Muslims like they are jihadis.

I am very puzzled that US and Ukraine does not want to counter glorification of Nazism as they are contradicting themselves if they do not support hate crime, become discriminatory, use modern form of racism, be racist, have xenophobia, undermine security and worshipping an idol [Hitler]. 

Nationalists [Ukraine] do have Nazi ideology, and they would not be so extreme if Nazism was removed from their manifestations of freedom of speech and movement. Ukraine are contradicting themselves if they have a bill in parliament which bans glorification of Nazism, and not vote for UN resolution. I would expel anyone in parliament who have got Nazi ideology, supporting racism  and xenophobia.

US not voting for the UN resolution are either mad, or so ignorant that they do not have know what damage it would cause in their society about not countering Nazism as well as jihadism etc. Muslims should not be targeted who believes in genuine Islam.

Joe Biden's speech in the Ukrainian Parliament has been welcomed by anti-russian elite in the hope that Ukraine can get assistance from US's outside help. Ukrainians have no one to turn to outside, and would allow themselves to be influenced by US who are suffering from a leaderless country [people do not believe their leaders will be able to do anything]. Biden's speech has the customary verbal attacks against Russia, and gave wrong direct instructions as to what Verkhovna Rada politicians should so, in terms of amnesty, decentralisation of power, implementation of the Minsk Accords and corruption.

The old system of corruption is still thriving, and the state have failed to get rid of Oligarchs. There was a crowd of several thousand gathered for a protest demonstration against Biden's visit which included members of 'Common Cause' [Freedom and Organisation], employees of the National Academy of Sciences and Trade Union activists to oust Arseny Yatsenyuk government.

The Ukrainian people are certain that their own political elite cannot pull their country out of the crisis that they are pinning on the Americans to rescue them from chaos and disorder and extremely bad administration. The ideology of the current Ukrainian state is a harsh anti-russian ideology that the Ukrainians are so torn between not having normal relations and no normal relations with Russia.

With Verkhovna Rada who share negative core values of the state and anti-russian ideology has got parliamentarians who are pro-western, pro-american, pro-nato and pro-european. This is why most of the electorate does not vote. They have nobody to vote for. Others are so detached from reality, that there has got to be a political saviour to save Ukraine from ruins. It seems that the only person is myself, who can restore Ukraine to its former glory ridding any negativities in politics come what may. The Ukrainian crisis keeps coming back to me to try and sort it out. If the Ukrainians wants outside help, I can give it, to save them from the americans and european union who are not to be trusted with their US or European policies, as well as IMF. My priority is to sort out the economy first, and I can do that in order to do so. I have always recognised Ukrainians' need for help right from the beginning to have a stable, secure and prosperous country. I am pleading and begging to the United Nations to let me help in any way I can. Let me prove myself with or without supervision, I do not care.

Ukraine is facing political paralysis, and having a corrosive showdown with Germany over fiscal austerity already opposed by Greece, Spain and others. Ukraine is practically ungovernable with no Prime Minister. The country's economy is in tatters with further corruption, and return of the oligarchs. The economy is dysfunctional, has incompetence and inaction. Ukraine has been unable to carry out reforms to the old system, unable to deal with corruption and oligarchs. And imitating reforms, corruption and constitution. Confidence in Verkhovna Rada is eroding fast and unable to tackle country's pressing problems, and is suffering from increasing austerity, and economic crisis.

It comes as no suprise that Russia is defending economical interests in relations to Ukraine unilaterally. Russia has for a long time has been doing everything possible for multilateral cooperation. There is no one in Verkhovna Rada to be trusted in working with Russia on defeating terrorism, restoring world peace, doing trade, be in CSTO, dealing with the economy etc who have mutual respect and agreements. There is no one who can deal with the country's economy effectively and with efficiency without corruption as well as maths. [putting war before people].

I stress it is very important not to be independent of Russia regarding trade and economy, and that Ukraine must be part of the Eurasian Union and CSTO as well as other issues. It is very important to work with Russia, and keep deep relations with Russia. That can be done with mutual respect, agreements, understanding and cooperation. If we are going to restore world peace, we cannot do it without Ukraine. Ukrainians are getting very angry, depressed, and wants a lifeline to help them get their country back on track, and as quickly as possible. This has to happen to stop poverty, unemployment, lack of housing, lack of water, lack of hygiene, schooling, health care etc.

I can do that much more quickly to restore world order than anyone, to prevent Ukraine dragging countries into a quagmire of debts and problems. Which is why Russia is acting in their own interests as Ukraine have refused to pay its debt to Russia, and its intention to join EU Association Agreement issue as well as other issues.

I still need to be in an official position, and still waiting to hear from United Nations. There have been delays in not deciding what is best for Ukraine. It has been all words and no action. These delays are making the crisis in Ukraine deteriorate much further and faster with children and old people being made more vulnerable. And with the civil war still ongoing, action needs to be taken urgently.

The bill has been passed in the State Duma to protect Russian economy as tariff liberalisation provided for by Ukraine's agreement with the European union will inflict considerable damage on Russian economy. Ukraine's Association Agreement with the European Union contradicts the duty free trade provision of the Free Trade Zone Treaty. Ukraine is abandoning the development of trade and economic cooperation within the Commonwealth of Independent States [CIS] and is choosing a path of advancement towards comprehensive integration with the European Union.

The European Union are contradicting their other policies which promotes fairness and equality. If all countries for instance wants tariff liberalisation, they all expect to be included. The European Union Association Agreement have got some countries who opposed using it such as Norway and Switzerland.

The European Union was created with protectionism in mind creating conflicts with their own policies. It is like saying "Come and join us and we will protect you and give you fairness and equality and loads of money".  Whatever the European Union do, does not keep their promises, and their policies needs reforms. European Union Association Agreement does not bring growth only illusion.

In spite of that, I do think it is important to have contacts with European Union, and have good relations. And it is good that it is reversible should Ukraine wishes to cancel the European Union Association Agreement anytime in favour of Free Trade Zone Treaty.

In parts of the world, people are celebrating Christmas Day which is just for Christians. 

Let this be a preparation for others who celebrate Christmas on January 7th. Muslims, Jews, and other faiths celebrate in different ways, and probably on different dates, but we all have common ground when it comes to finding why Jesus Christ is born. Jesus is the way, the truth and the life.

If we are to live in the light, we must dispel all darkness to stay in the light to be free from evil, provocation, oppression, division, hatred, suffering and pain. This is an acceptable way of life, and the truth for all faiths to adopt without prejudice to aim for the light of the world and live in it.

To start with, no one should be allowed to play politics to seek points, and neither should we play with people's lives in politics. There is a darkness in politics where there is no justice and fairness.

Whether we believe in God or Allah or Deity makes no difference to our faiths as long as we altogether believe in a genuine way of life by aiming for the light of the world which does dominate our lives. That is because we reject cruelty, hate, suffering, pain and many more. We chose to live our lives without darkness, because it would give us quality of life. This kind of belief makes us all humane. 

While we have the one great almighty to look up to, it is very important that any leader who is a President, Prime Minister etc is not a God. It is very important that any leader has to have the grace of the great almighty who only lives in the light of the world.

This is the real reason why baby Jesus was born to bring light to the world. Alleluia!.

Since the MInsk Accords have been created last February, there have been no developments and the economic situation in Ukraine is worsening. There have been no process in planning and strategy of the regional budgets. In fact authorities have been left to fend for themselves regarding financial discipline, and for the regional and municipal legislators. There have been dismissal of regional legislators who may have failed to file income and property declarations. As well, as have failed in their duties in constitutional legislation. We cannot give people a clear idea of how authorities make use of the economic resources while the economic situation is at almost zero.

There have been changes since the Minsk Accords was created with local elections having been corrupted and illegal activities have been carried out. This shows a total failure of a country unable to deal with corruption at a very high level. It shows that the high profile law in local elections are not working, that corruption has a part to play in violating human rights. This is something that we have to change to make a decision contributing to Constitutional Court regarding human rights to have proportionate elections without interference.

We cannot let executive authorities decide at their own discretion complex international, economic and financial situation without having to deal with corruption first and foremost. It is very clear that the natural nature of elections are, and will always be corrupt. It is not happening in Ukraine but in other parts of the world. This is a wake up call that corruption will always take place during any elections leading to electing the wrong person for the leadership of any organisation.

The system of local elections all over the world is outdated and unworkable, as we find that the elected leaders are playing politics, and playing with people's lives which is violation against human rights. We cannot restore legislators elections in majoritarian constituencies. We cannot restore local elections the way it is presently while there is corruption. The representation of regions have got to change if I can instruct everyone to abandon the present local elections system for a more democratic local elections. We cannot enhance the local elections as corruption will still be there.

If I had my way, I would do away with the old system of local elections, get rid of all the Mayors, Governors, and Executives which is costing money, and has elements of corruption. I would introduce the people elected to choose their own leader as head of the council.

This leader of the council cannot make its own decision, as it will have to have round table discussions, and hearings about topical issues of political, economic, social and cultural development of the country and the regions. The local council of each region will be able to voice concerns, and find solution of issues they are facing monitoring law enforcement and creating new law enforcement. Each council in each region should be able to vote who should be Prime Minister or President, rather than let MPs of each party choose for the sake of party politics.

The new system will enable Ukrainian citizens be more involved in improving the areas they are now in, and improve quality of life. Law could be enforced to say that no war should ever take place in regions they want to protect. It is very important that local council have have its own working group who can vote on something, and the leader can implement on any issue that the working group all agreed on. They can all vote for a leader's dismissal unanimously. 

My proposal may look like it is violating the Minsk Accords regarding local elections, but this is the only way we can deal with corruption effectively and efficiently. Each council can work together to get rid of any MPs who owns a business or few businesses by creating a new law enforcement. The same goes for getting rid of Oligarchs. I am not against millionaires and billionaires as long, they do not have anything to do with manipulating elections and so forth.

It is the people of Ukraine who will have more powers, and more say, in how their country and their regions will work. This is to make sure parties cannot play politics, and scoring points, at the expense of people's lives, and playing with people's lives which is violation of human rights.

We have learnt from past experiences that corruption in elections have no place in any society around the world. We have to ensure modern, updated, fair and just elections eliminating the need for Mayors, Governors and Executives.

Happy New Year

I wish everyone in Ukraine a Happy New Year. I will not desert you, and will be with you for as long as it is necessary as Acting President of Ukraine although alas without power. The Presidential elections will be held in April, and it is necessary not to have a vacuum of power. It is hoped that rational decisions will be used to restore Ukraine law and constitution. 

I will continue to monitor that Ukraine can stand firm to protect freedom of speech, freedom of conscience, freedom of mass media without abuse, ownership rights, fundamental elements of a civilised society. Armed Forces, Law Enforcement Agencies, Border Agencies. Ukraine to restore the rights of safety of every Ukrainian citizens.

We must have democracy and reform and changes to the constitution to fight against corruption, fraud and mismanagement of Ukraine. We must transform a very weak state full of incompetent politicians and leaders into a very strong and independent state. 

The New Year of 2016 would be year of dreams coming true if we could have powers to make things happen pragmatically and realistically. I hope that Ukrainian citizens will have more powers, and have more say in how their country should be run. The old democratic system is in bad need of modernisation and a new world order. 

We all hope the civil war will end, without its present President and Prime Minister who is acting for their own self interests, instead of for the people. Having a new President and new Prime Minister would signal the need to move forward for the common good, and for the sake of Ukraine's sovereignty and integrity. 

We must not be victims of the West and EU policies, and be independent of borrowing from countries and IMF. We need to be deeply integrated into global economy with the country to be consolidated with bottom up structure. Be united geographically, politically, ideologically and spiritually with Eastern Ukraine giving strength and capacity to counter challenges. 

We have had economic downturn, political confrontation and terrorism [battalions and units] which can be tackled face on, and with unity. 

There has got to be a pragmatic peace oriented policy with Russia, to have bilateral relations and dialogue to create peace and stable development to bring changes to the government [Ukraine National Parliament] in the future.

I do sincerely hope that US and EU will finally support and promote healing to pave the way to get involved in the formation and implementation of the Minsk Accords in creating and maintaining peace this new year. That they have learnt this unfortunate experience have been taken into consideration regarding the coup d'etat.

It was very dangerous to make the wrong decision of creating conflicts internally by using their own policies. The invasion of Ukraine is blamed on US and EU provoking anti-constitutional state coup in Ukraine have led to a deep split in Ukraine society and the emergence of armed conflict.

The present US and EU politicians could start to become agents of peace and begin healing of this deep split, which is a very deep wound inflicted on Ukraine society to begin the peace process. And start thinking about being anti-war and anti-conflict by due of political process and dialogue with democracy in mind.

The coup d'etat was preventing Ukrainian citizens from moving or operating as normal, restricting movements to allow healing stopping Ukrainians to live freely. It has allowed politics to stagnate and become frozen in a timeframe going back to the 1900s. The job of recovery is to transition out of the mental and emotional war zone which included so much pain and suffering, and the deterioration of the Ukraine National Government. 

Without the Minsk Accords we get intrusive reminders of the traumatic event. The extreme avoidance of things that reminds you of the traumatic events with negative changes in thoughts and mood. Being on the guard all the time when all the while everyone is supposed to be living the life of peace, calm, better frame of mind, and in solidarity.

EU policies in 2015 showed that it is no longer concerned with its founding missions of democracy and rights. Countries like Ukraine surrendering to supranational entity like EU because one is afraid of world leaders like US and its intimidation. EU has been corrupted with people who are not representing the sovereign nations' interests at all. Relations are strained between the European Council and the European Union who always have disagreements. This article in Sputnik news was printed 2nd January, and I was talking about US and EU policies creating conflicts on 1st January as above. It was like Sputnik news  was replying to my article.
